Workshop on "Effective use of Geospatial Technology in Agriculture and Allied Sectors in North Eastern Region" organized at NESAC

A two days Workshop on "Effective use of Geospatial Technology in Agriculture and Allied Sectors in North Eastern Region" was organized at NESAC during November 21-22, 2017. Dr. P.V.N. Rao, Deputy Director (RSAA), National Remote Sensing Centre (NRSC), Hyderabad graced the inaugural session as Chief Guest and Dr. Narendra Prakash, Director, ICAR Research Complex (RC) for North Eastern Hill (NEH) Region, Umiam (Meghalaya) was the Guest of Honour.

Around 60 delegates representing NRSC, Hyderabad, Space Applications Centre (SAC), Ahmedabad, Mahanalobis National Crop Forecast Centre (MNCFC), New Delhi, ICAR (RC) for NEH Region, Umiam (Meghalaya), Assam Agricultural University (AAU), Jorhat, College of Veterinary Sciences (CVSc), Guwahati, College of Post Graduate Studies (CPGS), Umiam (Meghalaya), Biswanath College of Agriculture, Biswanath Chariali, National Horticulture Board, Guwahati, Rubber Board, Guwahati, Spices Board, Shillong, Coir Board, Guwahati, Agricultural & Processed Food Products Export Development Authority (APEDA), Guwahati, State Remote Sensing Application Centres (SRSAC) of NEH Region, State Department of Agriculture & Allied Sectors of NEH Region, Meghalaya Cooperative Apex Bank Limited, Shillong, Kriptoblocks, Begaluru delivered lectures in the workshop. There were four Technical Sessions viz. Space technology applications in agriculture and allied sectors in NER, Space technology: challenges & requirements for hill agriculture, Challenges of space technology applications in agriculture and allied industries in NER and Emerging trends in space technology applications in agriculture & allied sectors in NER. All the deliberations were of immense help to take stock of the space technology applications in agriculture and allied sectors in NER and this will help to frame out the future requirements of space technology applications, possible operational services and research. The concluding session of the workshop was graced by Shri D.L. Wangkhar, IES, Director, Economics & Statistics, Govt. of Meghalaya as Chief Guest and Dr. B.C. Deka, Director, ICAR- Agricultural Technology Application Research Institute (ATARI) Zone-VII, Umiam, Meghalaya as the Guest of Honour.
At the concluding session NESAC proposed the formation of working groups constituting members from NESAC, State Remote Sensing Centres, State departments of Agriculture and Allied sectors in NER towards developing a comprehensive North Eastern Agricultural Informatics System. NESAC will be coordinating with State Remote Sensing Centres, ICAR, Agricultural Universities and State Departments of Agriculture and allied sectors towards preparing comprehensive work plan for the priority areas identified during the workshop




 

 

 

 

Two Weeks Training Course on UAV Remote Sensing - Technological Advances & Applications (06-17 Nov, 2017)

The second two weeks training course on UAV Remote Sensing - Technological Advances & Applications was conducted by North Eastern Space Applications Centre during 06-17 Nov, 2017. The training course was participated by various students, research scholars and teachers from different colleges and universities of the country. Officials from various public/ private sectors of different part of the country have also participated. The course covered understanding of the UAVs and its components, flight planning for data acquisitions for various remote sensing applications, different data processing techniques e.g. generation of orthomosaic, digital surface model (DEM), digital terrain model (DTM), contour maps, volumetric analysis etc. for high-resolution UAV data using open source softwares, Pix4D mapper pro and Agisoft photoscan pro softwares. The course had 14 hours of lectures and 27 hours of practical work for the participants. The third and fourth days of the second week were dedicated towards mini-projects which were executed in groups with different application based topics for each group.




 

 

 

 

National Remote Sensing Day Celebration at NESAC

The National Remote Sensing Day, 2017 was celebrated at NESAC on 11th August, 2017 in collaboration with Indian Society of Remote Sensing – Shillong Chapter. The programme was attended by more than 175 participants from different organiations including the St. Anthony College, St. Marry’s College, Shillong College, Central Agricultural University, Umiam, Meghalaya Pollution Control Board, Meghalaya Basin Development Board, Soil & Water Conservation Department, Meghalaya, Survey of India, Shillong in addition to the all NESAC staff.
The programme was started with welcome address from Dr. K KSarma, Secretary, ISRS-Shillong Chapter and Scientist/Engineer-SG, NESAC to the august gathering. This was followed by the speech from Shri S Hamilton, Chairman, ISRS Shillong Chapter and Regional Director, NER, AMD/Deptt. of Atomic Energy and address by Shri PLN Raju, 1st Vice-President, ISRS and Director, NESAC. Subsequently, program of the “National Workshop on popularization of Remote Sensing based Maps and Geospatial Information” from ISRS Dehradun was linked and displayed where different eminent persons of ISRO like Chairman, ISRO, Director, SAC, Director, NRSC, Scientific Secretary, ISRO, Director, NESAC have given talk on the topic in addition to scientists from NRSC, SAC and IIRS.




 

 

 

 

71st Independence Day Celebration at NESAC

71st Independence Day of India was celebrated at NESAC on 15th August, 2017. Director, NESAC hoisted the tricolor National Flag and staff of NESAC chorused National Anthem. This was followed by administering of pledge on ‘Sankalpa Parva’ or ‘The Day of Resolve’ by Director, NESAC as all staff of NESAC took the pledge. The CISF unit of NESAC gave a guard of honor to Director, NESAC and performed Independence Day parade. Director, NESAC addressed the staff of NESAC when he stressed on the importance of observing Independence Day at Offices and reflected on the activities and achievements of the centre. This was followed by light refreshment and thereafter by a cultural program in which the staff of NESAC participated in various interactive games, Independence Day quiz and other activities. Both adults as well as kids participated in their events and won prizes. The program concluded with an official lunch.




 

 

 

 

Yoga training programme at NESAC on occasion of 3rd International Yoga day

On the occasion of International Yoga day on 21st June 2017, a weeklong yoga training programmed was organized at NESAC from 13th to 16th and 19th to 21st June 2017. Everyday yoga was conducted by yoga trainers from NESAC and CISF personnel in the mornings. Along with this, yoga faculties from “Art of Living” organization were also invited, to conduct a yoga course at NESAC. This course included some yoga exercises, meditation and “Sudarshan Kriya” a powerful rhythmic breathing technique in yoga. As per convenience of all the timing of course was kept from 4:00 to 6:00 PM in evening, so that more people could participate in it. More than 30 people which include Scientist, Research Scientist, SRF , JRF and CISF personnel participated actively. All the participants were distributed yoga T shirts by NESAC to perform yoga. On the last day of this course which was also the International yoga day a brief yoga session was organized at NESAC along with a lecture on "Yoga for health and Happiness", was delivered by Shri Sujeeth Chakraborthy, Faculty from Art Of Living organization. He explained about the benefits of practicing yoga and taught some yog-asanas which one can perform during office hours to reduce stress and to avoid disease caused by sitting most of the time. The programme was a success and has benefited all the participants




 

 

 

 

NESAC participated in 'Recalling the Great Shillong Earthquake of 12th June 1897: Quest for a Reliable & Effective Mitigation and post disaster strategies held on 12th June 2017 at NEC Auditorium, Shillong'

To commemorate the great 1897 Shillong earthquake, and discuss on possible early warning system for such disaster, NESAC in collaboration with NEC has organizing one day workshop on 12th June 2017. The ultimate objective of this workshop was to explore on reliable short term seismic precursors and devise a holistic scheme that integrates all suitable types of precursors in addition to effective early warnings system for earthquakes and landslides. The programme started with the lamp lighting ceremony by dignitaries from NEC, NE-SAC and NDMA.
Shri P L N Raju, Director NESAC welcomed the gathering while explaining the objectives of the workshop. This was followed by addresses by Shri C. K. Das IAS (Retd), member NEC, Shri Ram Muivah, IAS, Secretary, NEC and. Shri P P Shrivastav, IAS (Retd), Member, Advisory Committee, NDMA, the chief guest of the workshop delivered the keynote address. Vote of thanks was proposed by Shri C H Kharsiing, IA&AS, Planning Adviser, NEC. The workshop consisted of two technical sessions, themed “Advancement in Earthquake & Landslide Precursors and Early Warnings in NER” and “Experiences, Preparedness and Response for Post Disaster Management” respectively.
Technical Session I started with an opening remarks by Shri P L N Raju, Chairman of the session and Prof P Phukon, Head, Dept. Of Geological Science, GU and co chair of the session. Four presentations were delivered in technical session I. Dr Arun Bapat, Former Head, Earthquake and Engineering Research, Central Water & Power Research Station, Pune discussed different precursory phenomena. Dr. Saurav Baruah, Head, Geoscience, NEIST, Jorhat discussed the use of multi geophysical parameters observation data for earthquake precursor studies.




 

 

 

 

NESAC Participated in 'Humanitarian Assistance in Disaster Refief(HADR) joint Mock Drill at Eastern Air Command, Shillong from 6th to 8th June, 2017'.

NESAC has participated in the three-day exercise on Humanitarian Assistance and Disaster Relief (HADR) under the titled ‘Nabhas Rahat’ or ‘helping hands from the sky’ which was hosted by HQ Eastern Air Command, Shillong during 6-8th June 2017. The aim was to synergize the collective efforts from all relevant state and central organisations for successful and seamless execution of HADR operations in disaster-prone region in the north east states.
As part of preparedness of the exercise, Scientists from NESAC took part in several meetings and deliberations held in Shillong. The use of existing and updated digital database for Shillong under districts resource plan project of NESAC containing several thematic datasets on land, water, infrastructure, utility services and disaster specific data for overall planning of the exercise and deployment of UAVs for real time monitoring of the mock drill were suggested for the exercise.
Shri PLN Raju, Director, NESAC has delivered a talk on ‘Role of Space Tech tools in Future Advancements in Disaster Management’. He has highlighted the need of current space technologies such as relevant GIS datasets, web/mobile based alerts and data services, disaster specific products etc, for effective management and assistance to disaster management.
On 7th June, a mock drill simulating a Level-II disaster was carried out at Advance Landing Ground (ALG), EAC to showcase the capabilities of different participating groups including NESAC along with IAF. Our Inspire-1 quadcopter UAV was flown to capture entire sequence of mock drill and relay the real time video to ‘Control Centre’ to further plan sequence of events during the simulated drill. We have also put up our stall at ALG to showcase various communication equipments such as VSATs, Satellite Phones and demonstrated its capability to communicate via satellite to other groups at remote location for assistance etc.
Additionally, we have also displayed other items such as NEDRP system for showcasing the digital maps for districts, 3D flythroughs of Shillong showing important areas and utility services covering five police jurisdictions in the city, important standing banners showcasing NESAC activities and projects specific to disaster managements.
During and aftermath of the mock, our stall was visited by number of participating officials ranging from Police, Fire, Traffic, Disaster Management Authority etc. Among officials from IAFs, Air Marshal Anil Khosla, Air Officer Commanding-in-Chief (AOC-in-C), Eastern Air Command of the Indian Air Force visited NESAC stall and appreciated the various activities and programmes undertaken by the Centre. Finally, the officials from District Disaster Management Authority of East Khasi Hills district of Meghalaya led by Smti I. NESAC's 17th Foundation Day Celebration

North Eastern Space Applications Centre has celebrated its 17th Foundation day with a day long programme on 5th September, 2017. The inaugural session was started with welcome address from Director, NESAC to the august gathering. Dr. P S Roy, Former Director, NESAC graced the function as the chief guest, Guest of Honor was Prof B N Goswami, former director, IITM and Prof A K Mishra, Director, ASTEC was the Special Invitee. The function was attended by many invitees including Principal, NERIE, Umiam, Principal, Christ School, Branch Manager, SBI, Umiam in addition to the NESAC staff and family members.
Considering the diverse field of activities, area of specialization and work culture at NESAC, four different popular talks were arranged in the technical session which lasts till 4 pm. The technical session was started with Foundation Day talk by Dr. P S Roy, Former Director, NESAC "Forest and bio-resources of North East: Geospatial perspective for sustainability" followed by a invited talk by Dr. Subhash Ashutosh, PCCF, Govt. of Meghalaya on "Adaptation to Climate Change in Meghalaya". Dr. Khargeswar Bhuyan, former Principal, Nowgong College has given a popular talk on "Superstitions, ill-reforms and scientific temperament" followed by a Invited talk by Prof. B N Goswami, former Director, IITM "How and how much does EL Nino control the Indian Summer monsoon?"
The technical session was followed by cultural program and prize distribution for the week-long sports meet that was arranged at NESAC for its staff. All staff of NESAC participated in the cultural program. The program concluded with vote of thanks.




 

 

 

 

10th Meeting of the Project Review and Steering Group (PRSG) for the Project Design, Development and Installation of ST RADAR at Gauhati University for North East Region by SAMEER, Mumbai

Shri P L N Raju, Director, NESAC and Shri Shyam S Kundu, Sci/Engr – SE, NESAC participated in the 10th Meeting of the Project Review and Steering Group (PRSG) for the Project of "Design, Development and Installation of ST RADAR at Gauhati University for North East Region", held at Gauhati University, Guwahati on 04 April, 2017 as an invitee. The ST radar, currently under installation and commissioning phase, is expected to be operational by the end of the current year. The instrument will provide continuous high resolution horizontal and vertical wind from about 500m to up to 20 km from ground level. This will open up tremendous research opportunity to study the structure and dynamics of troposphere and lower stratosphere, monsoon dynamics, thunderstorm genesis, etc. NESAC is involved in the project since its inception and has been providing support to realize the project, as and when required. The PRSG committee included one scientist from NESAC to the committee identified for test & evaluation, calibration, validation and acceptance of the ST radar. SAMEER and Guwahati University requested NESAC support for vertical profiling of the wind vector (both u and v) by launching Dr Pisharoty sonde for validation of the ST radar data. Director, NESAC agreed to provide all possible support for calibration and validation of the ST radar and also informed the committee about its plan of data utilization, once it is operational.




 

 

 

 

One Week training on UAV data processing for the officials from State Remote Sensing Application Centres (May 08-12, 2017)

North Eastern Space Applications Centre has conducted one week training programme on UAV data processing for the officials from State Remote Sensing Centres under the project “Use of Unmanned Aerial vehicle Remote Sensing (UAV-RS) for the sates of NER region”. The officials present were from all the states of North East along with Andhra Pradesh Space Applications Centre. The course covered different data processing techniques e.g. generation of orthomosaic, digital surface model (DEM), digital terrain model (DTM), contour maps, volumetric analysis etc. for high-resolution UAV data using open source softwares and Agisoft photoscan pro software. All the state centres also got one license each of AgiSoft Photoscan Pro for UAV data processing under the project. The last one and half day of the course was dedicated towards a mini-project which was executed in groups with different application based topics for each group. The course had 6 hours of lecture and 12 hours of practical work for the participants.




 

 

 

 

Basic course on 'Remote Sensing and Geographical Information System - Technology and Applications' April 17 - 28, 2017

North Eastern Space Applications Centre conducted Basic course on 'Remote Sensing and Geographical Information System - Technology and Applications' of two weeks duration to provide sufficient knowledge and training to beginners in the field of geospatial and earth observation applications so that they develop a critical understanding of appropriate tools; exposure to new methods and techniques; gaining competence in developing tools for the acquisition, processing, analysis, and presentation of spatial data; using geo-information in identifying and responding to development problems and in drafting development policies. It encompassed topics related to Remote Sensing (RS) and digital image analysis, Global Navigation Satellite Systems (GNSS), Geographical Information system (GIS), open source softwares and data standards, ground truth and field validation with hands on training on every topic. The first week will concentrate on basic topics related to RS, GNSS, GIS and Image Processing and second week on advanced topics. Morning sessions consists of lectures and demonstrations while afternoon sessions will comprise of hands on training with RS and GIS softwares. The last two days of the course is dedicated towards a mini-project which will be executed in groups with different application based topics for each group.The course had 23 hours of lecture and 29 hours of practical work for the participants.




 

 

 

 

Training programme on Geo-Tagging of Rashtriya Krishi Vikash Yojona (RKVY) Assets using Geospatial Technologies For the North Eastern States (except Assam)

One day training programme on "Geo-Tagging of Rashtriya Krishi Vikash Yojona (RKVY) Assets using Geospatial Technologies" was organized on 11.04.17 (for the state of Arunachal Pradesh, Sikkim & Tripura) and 13.04.17 (for the state of Manipur, Meghalaya, Mizoram & Nagaland) at NESAC, Umiam. State nodal officers/ nodal officers of RKVY from Dept. of Agriculture and allied sectors of all the north eastern states (except Assam) attended the programme.
The meeting started with welcome address by Shri Chandan Goswami, Sci./Engr. 'SD' of NESAC followed by self introduction of the participants. In his opening remarks Shri P.L.N. Raju, Director, NESAC gave the background of the programme along with a brief note on activities of NESAC. It was followed by Presentation on Geo-Tagging of Rashtriya Krishi Vikash Yojona (RKVY) Assets using Geospatial Technologies by Shri Chandan Goswami, Sci./Engr. 'SD'. Shri Nilay Nishant, Sci./Engr. 'SC' demonstrated the Bhuvan RKVY Mobile App and conducted the hands on training on Bhuvan RKVY Mobile App. In the post lunch session Shri Nilay Nishant and Shri Siddhartha Bhuyan, Research Scientist demonstrated the user registration in Bhuvan RKVY geo-portal and viewing & moderation of assets in Bhuvan RKVY geo-portal.
Dr. P.V. Krishnarao, Sci./Engr. 'SG' of National Remote Sensing Centre (NRSC), Hyderabad attended the interaction session and closing ceremony through video conferencing. All the states requested for this kind of training in their respective states. However, Dr. P.V. Krishnarao suggested for this kind of training in each state capital of north eastern states through video conferencing. Again, it was requested to provide smart phones along with internet connectivity for asset mapping. Director, NESAC informed that North Eastern Council, Ministry of DONER funded NESAC for purchase of 500 smart phones along with GAGAN dongle to be provided to all the north eastern states. He suggested that these smart phones may be used for Bhuvan RKVY Asset mapping. The meeting ended with vote of thanks by Shri Chandan Goswami.




 

 

 

 

Workshop on "Space Technology Inputs for Disaster Risk Reduction with special emphasis on early Warning, Preparedness and Mitigation"

A two days workshop on “space technology inputs for Disaster Risk Reduction with special emphasis on Early Warning, Preparedness and Mitigation” was organized jointly by North Eastern Council (NEC) and North Eastern Space Applications Centre (NESAC), Umiam during March 16 -17, 2017 at NESAC. The workshop covered all the natural hazards like floods, river bank erosion, landslides, earthquakes, cyclones, thunderstorms, hailstorms, forest fires, disease epidemics etc. under the umbrella of North Eastern Regional Node for Disaster Risk Reduction (NER-DRR).
The workshop was planned in such a manner that it provides an opportunity for interaction among professionals, researchers and the concerned departments engaged in disaster management and mitigation. The participants were facilitated to share the ongoing operational/ research activities so as to help in framing better disaster preparedness and mitigation activities and policy decisions.
Shri P.L.N. Raju offered the opening remarks and highlighted the activities of NESAC in the area of disaster management support.
In his inaugural speech, the Chief Guest emphasized on the need of multidisciplinary research activities covering all the disasters in the region. Guest of Honour, Shri P.P. Shrivastav, Former Member, NEC appreciated the effort of NESAC in taking up different activities under the umbrella of NER-DRR. He stressed on dissemination of information and alerts in disaster situations.
Dr. P. G. Rao, Vice-Chancellor, USTM and the Special Guest of the inaugural function appreciated the initiatives of NESAC and NEC in organizing the workshop which is highly significant for the NE region. An abstract volume of the Workshop proceedings was released by the dignitaries during the inaugural session.
During the two days, 40 research papers were presented under six technical sessions covering a range of selected themes. Important resolutions were passed for onward transmission to various users particularly those concerned with disaster management activities.




 

 

 

 

Orientation meeting cum appraisal training under Sericulture Development project at NESAC

An orientation meeting & hands on training on implementation of the 2nd phase of the project on Applications of RS and GIS for Sericulture Development for 5 states viz, Bihar, Uttar Pradesh, Madhya Pradesh, Haryana and Punjab was oraganised at NESAC during March 01-02, 2017. Concerned scientists and research fellows from State Remote Sensing Application centres from these five states participated in the training
During the inaugural Session of the programme, Shri PLN Raju, Director, NESAC welcomed all the participants in the meeting. He appreciated the effort of State Remote Sensing Application Centres, State Directorates of Sericulture and the CSB institutes for their sincere support to NESAC in implementing the first phase project covering 108 districts in 24 states.
Dr. B.K. Handique, Coordinator of the project gave a detailed presentation on the current status of the project. He informed that all the work pertaining to the first phase of the project has been completed and project outputs are put in the SILKS webportal. The portal is now made available in 12 languages viz., English, Hindi, Telugu, Kannada, Assamese, Bengali, Mizo, Manipuri, Khasi, Garo, Ao Naga and Sumi Naga and information are regularly updated. He sought support from the State Directorates of Sericulture in terms of providing up to date district level information in the SILKS portal.
Hands on training on site suitability analysis based on soil and climate parameters was conducted by concerned scientists of NESAC Smt. Pratibha T. Das and Smt. Jonali Goswami. A field trip was also organized for the participants on March 03, 2017




 

 

 

 

ISRO/DOS Tele Education Network Coordinators of NER meeting

A meeting was held among ISRO/DOS Tele Education Network Coordinators of NER States, organized by NESAC, Umiam and supported by DECU, Ahmedabad and State Institute of Panchayat and Rural Development(SIPRD), Guwahati on 21th February, 2017 at SIPRD, Kahikuchi, Guwahati to discuss and work out the plan of action for revival and sustenance of the project in NER states and better utilization plan for future.




 

 

 

 

IWMP Update

Monitoring & Evaluation (M & E) of Watershed activities using Geospatial technology, under the integrated Watershed Development Programme (IWMP) of Department of Land Resources (DOLR), is facilitated through Bhuvan GeoICT tools by National Remote Sensing Centre (NRSC), ISRO. Bhuvan GeoICT in the mname of Srishti and Drishti facilitates Disission makers to monitore Implimetation of IWMP prohrame at National and state level. NESAC is entrusted to facilitae Stae Level Nodal Agency (SLNAs) for implimentation of IWMP and Stae Remote sensing Cetres with Remote Sensing GIS to generate inputes for Srishti and Drishti to monitor the implementation of IWMP for NE India. In this regards following activies will be axecuted with collaboration SLNAs and Stae Remote Censing Centres of this region:
1. Monotoring and evaluation of IWMP projects using Bhuvan web services and Mobile App in all the state of NER for the sactioned projects from 2009-10 to 2014-15
2. Each project need to be monitored for a period of five years.

Dr. H. Nagesh Prabhu, IFS, Member Secretary, CSB, Ministry of Textiles, Govt. of India, Bengaluru visited NESAC on 28.01.2017 and discussed about the projects sponsored by Central Silk Board (CSB) to North Eastern Space Applications Centre (NESAC). The discussion was attended by Shri Sarat Deuri, Joint Secretary (Tech.), Regional Centre (CSB), Guwahati, Shri Moncy Issac, Deputy Secretary (Tech.), CSB, Bengaluru, Shri B. The district level workshop cum training programme on “Empowering Panchayati Raj Institutions Spatially (EPRIS)” for East Khasi Hills district of Meghalaya was organized jointly by North Eastern Space Applications Centre (NESAC), Umiam, National Remote Sensing Centre (NRSC), Hyderabad and District Council Affairs Dept. of Meghalaya at conference hall of the office of the Deputy Commissioner, Shillong on 24th January, 2017. Shri P.N Syiem, Hon’ble Chief Executive Member (CEM), Khasi Hills Autonomous District Council (KHADC) graced the occasion as chief guest. Commisioner & Secretary of District Council Affairs Dept. Shri T. Dkhar, IAS and Shri P.S. Dkhar, IAS, Deputy Commissioner (DC) of East Khasi Hills district also attended the programme., Member of District Council (MDC) from KHADC, Block Development Officers (BDOs), representatives from C&RD Dept., Agriculture, Animal Husbandry & Veterinary Dept., Fisheries Dept., Environment & Forest, Soil & Water Conservation Dept., Sericulture Dept., Public Work Dept. The State level workshop cum training programme on “Empowering Panchayati Raj Institutions Spatially (EPRIS)” for the state of Meghalaya was organized jointly by North Eastern Space Applications Centre (NESAC), Umiam, National Remote Sensing Centre (NRSC), Hyderabad and District Council Affairs Dept. of Meghalaya at NESAC on 14th December, 2016. Shri Prestone Tynsong, Hon’ble Minister, District Council Affairs etc., Govt. of Meghalaya graced the occasion as chief guest. Commisioner & Secretary of District Council Dept., Deputy Commissioners, representatives from Garo Hills Autonomous District Council (GHADC), Jaintia Hills Autonomous District Council (JHADC) & Khasi Hills Autonomous District Council (KHADC), representatives from C&RD blocks & other line dept. along with scientists from NESAC attended the programme.
The meeting started with welcome address by Shri P.L.N. Raju, Director, NESAC followed by introduction of the invitees. Dr. K.K. Sarma, Scientist, NESAC gave a brief presentation on activities of NESAC. This was followed by key note address by Shri T. Dkhar, IAS, Commissioner & Secretary, District Council Affairs Dept., and Govt. of Meghalaya. Shri Chandan Goswami, Scientist from NESAC presented the details of project milestones and plan of action of EPRIS project. This was followed by address by chief guest, Shri Prestone Tynsong, Hon’ble Minister, District Council Affairs etc., Govt. of Meghalaya. There were three technical presentations/demonstrations; first presentation was by Shri Victor Saikhom, Scientist, NESAC on Integrated Spatial Development Planning using Bhuvan Panchayat Portal. Shri Avinash Chouhan, Scientist from NESAC Demonstrated the Bhuvan Panchayat Portal and Shri Donkupar Sawian, Project Assistant, NESAC demonstrated Asset mapping using Bhuvan Panchayat Mobile App.
In his address Shri Prestone Tynsong, Hon’ble Minister, District Council Affairs etc., Govt. of Meghalaya appreciated the activities of NESAC for development of North Eastern Region particularly Forest Working Plan for the State of Meghalaya. He has suggested to take-up one more district in GHADC capacity building programme in addition to East Khasi Hills under KHADC. Further, he has suggested to take-up the digitization of land records for all the three ADCs i.e. GHADC, JHADC and KHADC. He has focused on involvement of village heads in capacity building as well as asset mapping activity. He emphasized on using space technology for livelihood promotion and transforming Meghalaya through collaboration of NESAC, State Depts. of Meghalaya and ADCs.

Dkhar, IAS, Commissioner & Secretary, District Council Affairs Dept., Govt. of Meghalaya appreciated the efforts of NESAC in carrying out EPRIS activities in collaboration with District Council Dept. of Meghalaya and ADCs. He has assured of all cooperation in organizing district level and block level workshop and asset mapping at village level. One Day Workshop on Forest Fire Scenario and its Mitigation in North Eastern Region

In order to review the current status and future plan of activities in forest fire management, a one day brainstorming session on Forest Fire Scenario and its Mitigation in North Eastern Region was organised at North Eastern Space Applications Centre (NESAC) on November 09, 2016. The sessions during the program focussed on improving the space based inputs for forest fire alert system for mitigation at the ground level, understanding the field level requirement and identify ways to bring awareness at the community level about the consequences of forest fire, institutional linkages bringing together institutions/ organisations/government departments. Various important institutions and organisations participated in the workshop including NRSC, Hyderabad and SAC, Ahmedabad and delegates from department of Forest and Environment, Meghalaya, Rajiv Gandhi University, Itanagar, Dibrugarh University, Assam, Mizoram University, Mizoram Disaster Management and Rehabilitation Department, Manipur Remote Sensing Centre, Nagaland Science and Technology Council and NGO’s including Federation of Hima under Umiam Maphlang sub-watershed and Asian Confluence, Shillong.
During the event Dr. G. Rajashekar, Scientist, NRSC presented talk on active forest fire detection, burnt area assessment and using Bhuvan portal in the dissemination of forest fire alerts during fire season, Ms Kasturi Chakraborty, Scientist, NESAC presented the forest fire scenario of North East Region and Dr Nikhil Lele, Scientist, SAC presented on Forest fire detection using INSAT satellite data. The event successfully concluded with valuable feedback from all the participants and the way forward to tackle the forest fire of this region by working together.

NESAC celebrated National EktaDiwas(National Unity Day) on 31st October, 2016 to commemorate the birthday of SardarBallavbhai Patel , whose unparalleled efforts were instrumental in maintaining the political unity of the Free India at the wake of Independence. Director and staff of NESAC took a pledge to maintain unity and integrity at all levels of work. NESAC is celebrating Vigilance Awareness Week from 31st October to 05th November, 2016. Director and staff of NESAC took pledge for working within the guidelines of Central Vigilance commission and remaining vigilant in all official work. The pledge taking ceremony was held at NESAC Auditorium.

NESAC has celebrated its 16th Foundation Day on Monday, September 05th, 2016 at Umiamwith the Official release of North Eastern District Resources Plan (NEDRP) portal, organizing talks by Eminent academicians from the region and distribution of awards under various categories.
Dr. J.S. Parihar, founder Director of NESAC and former - Satish Dhawan Professor, ISRO & Dy. Director, SAC, Ahmedabad graced the occasion as the chief guest. He delivered talk on “Space Technology for Development of NER”. Eminent academicians from the region Dr. Amarjyoti Choudhury, former Vice Chancellor, Guwahati University& Pro-VC, Tezpur University,delivering a talk on “Technology demands for developmentof NER” and Dr. Dulal C Goswami, former Professor, Guwahati University, delivering a talk on “Wealth and woes of the Bhramaputra River: Geospatial Technology &Management”on the occasion of NESAC Foundation day celebrations. Many officials and public representatives from the area were also present.
Shri C.H. Kharshiing, Advisor (Planning), North Eastern Council (NEC)released the NEDRP portal in the public sphere. Shri Kharshiing appreciated the efforts made by NESAC for development of north eastern region.
NEDRP is one of the successful programme of NESAC with an objective to make use of geospatial inputs for preparation of Detailed Project Report (DPR), Master plan document and planning of various developmental activities in the NE region. It is sponsored by the North Eastern Council and executed by NESAC in collaboration with State Remote Sensing Centre of NE region in order to strengthen the governance policy through geospatial inputs. It is noted that NEDRP will facilitate Geo-spatial data sharing within the Government Departments through the secure authentication gateway and on-the-fly Geo-processing of action plan inputs based on the user's criteria. This version of NEDRP covers 36 districts of NE region, remaining districts of NE region will be covered by the March of 2017. Shri Raju also informed about other activities undertaken by NESAC for the developmental planning of NE region using space technology based inputs.

NESAC-Academia and Students Interaction meet

To create awareness and generate interest among academicians and researches in the field of space technology applications, space and atmospheric science and satellite communication, one day Academia and Students Interaction meet was conducted at NESAC, Umiam on 24th June, 2016.This was a novel initiative as it brought the best Academicians of the region at the same platform with the students and aspiring researchers of the region from various academic institutions.It also served as a platform for discussing present and future/proposed activities of the NESAC and possible areas of collaboration between NESAC and various Academic Institutions.
The meet was inaugurated by lighting the lamp by Chief Guest, Dr Dilip Kumar Saikia, Director, NIT, Meghalaya and other dignitaries. Sri PLN Raju, director, NESAC presented on the current status of ‘Indian Space Program’ and ‘Role of NESAC in Space Technology Applications for North Eastern Region; Possible linkages with academia for research, training and capacity building.’Dr Ganesh Raj, Director, RESPOND,ISROgiven a presentation on ‘RESPOND-Sponsored Research Program of ISRO’.Dr Minakshi Devi, Professor, Department of Physics, Gauhati University, delivered a talk on ‘Research in Atmospheric Science: Present status and Future Vision: A brief report based on GU research activities’.
Total 155 participants from 21 institutes of NE India attended the meet and participated actively in the discussion. A poster session was also conducted in a separate parallel session where around 10 participants presented their posters. In the poster session there were total 10 participants, out of which 3 best posters were also selected and awarded.Total 20 presentations were made by various faculty members and researchers, out of which 10 are from remote sensing and GIS theme, 7 are from Atmospheric Sciences and 3 are from Satcom applications.This was followed by a panel discussion where interaction between the participants and the panelists had taken place with respect to the possibility of collaboration on the proposed projects and technological issues etc.




 

 

 

 

NESAC Celebrates 2nd International Day of Yoga from 13 to 21 June 2016

NESAC celebrated weeklong 2nd International Day of Yoga (IDY) from 13 to 21 June 2016. As a pre­event of IDY, a weeklong Yoga training and” Happiness Program” was conducted in association with “Art of Living, Shillong” under the supervision of Smti. Shamita Chakraverty. A series of invited talks were also conducted relevant to the subject. On the opening day, Physiotherapist from NEIGRIHMS, Dr. Darjee presented a talk on healthy lifestyle.
Dr Himangshu Baruah, M.D. (Ayu), Medical Officer (Ayu), from North Eastern Institute of Ayurveda and Homeopathy, Shillong (Ministry of Ayush), delivered a talk on " Yoga: An art of healthy living" for the benefit of the NESAC staff on 17th June, 2016. In the closing ceremony held on 21st June 2016, Fr. (Dr.) Joseph Puthenpurakal SDB, Director, DON BOSCO Centre for Indigenous Cultures, Mawlai, Shillong, Meghalaya was invited as a Chief Guest and Dr. Joseph delivered a talk on “ Yoga and Its Benefits”. Practical Yoga Session was also conducted on the closing day under supervision of faculty & HON’RARY SECRETARY, Art of Living (VVKI INDIA), Shillong .

Conducting State Meet for Meghalaya on 22 April, 2016

State Meet on “Promoting Space Technology based tools and applications in Governance and Development in the state of Meghalaya” was organized at Meghalaya Secretariat, Shillong. The inaugural session was chaired by Shri. Y. Tsering, IAS, Addl. Chief Secretary to Govt. of Meghalaya. Dr. B. D. R. Tiwari, IAS, Secretary Planning to the Govt. of Meghalaya welcomed all the dignitaries and the participants to the State Meet. Three parallel technical sessions were conducted. Each Department presented the projects identified, the benefits anticipated to the department and plan of action. The Meghalaya State Meet concluded with a special session where Shri K. S. Kropha, I.A.S, Chief Secretary to the Government of Meghalaya was the Chief Guest. Outcome of the technical sessions was presented by the Secretary Planning to the Chief Secretary of Meghalaya. Altogether 52 projects were identified. The meeting was attended by 116 officers representing 42 departments of the Government of Meghalaya




 

 

 

 

World Environment Day Celebration at NESAC ,6th June 2016

World Environment day 2016 was celebrated at NESAC on 6th June 2016. Sri. M. Iboyaima Meitei, Adviser (Horticulture), North Eastern Council, Shillong attended the program as the Chief Guest. A painting competition was conducted for school students on the theme ‘Go green to save mother Earth’ followed by the tree plantation program in and around the campus.




 

 

 

 

UAV for damaged crop area assessment ,11th May 2016

NESAC conducted experimental pilot survey for assessment of crop (Boro paddy) damage due to insect infestation with UAV (Unmanned Aerial Vehicle)/Drone as per suggestions of Ministry of DoNER, Govt. of India. It was conducted in Morigaon district of Assam on 11th May, 2016 covering three sample locations. Necessary permission to fly the UAV was taken from the District Administration and Police Department (including local police station) for the survey.

Basic Course on Remote Sensing and GIS for NDRF officials , 16-27th May 2016

Two weeks training on basics of Remote Sensing and GIS was organized at NESAC for the NDRF Officers during 16-27 May, 2016. Special emphasis was given in the course on the disaster risk reduction activities for operational flood early warning system, landslide and earthquake, etc. Various satellite communications based emergency communication facilities; GIS data portals like BHUVAN, NEDRP have been also demonstrated.




 

 

 

 

Basic Course on Remote Sensing and GIS at NESAC , 18-29th April 2016

For the first time, NESAC initiated to conduct two regular courses in every year since 2016. The first Basic Course on Remote Sensing & GIS-Technology and Applications was organized during 18-29 April, 2016. Total 45 participants from different parts of India attended the course.




 

 

 

 

Meeting with the Govt. of Assam for Asset Mapping , 9th May 2016

NESAC and NRSC participated in a meeting organized by Planning and Development Department, Government of Assam on 9th May, 2016 for implementation of asset mapping work for the State of Assam. A model framework using Bhuvan Panchayat and GAGAN GPS developed for the State of Andhra Pradesh was demonstrated in the meeting.




 

 

 

 

State Meet Nagaland , 6th April 2016

Nagaland State Meet on Promoting Use of Space Technology and Applications in Governance & Development was organized jointly by Nagaland GIS & Remote Sensing Centre, Planning & Coordination Department, Government of Nagaland, ISRO and NESAC, Department of Space, Government of India on 6th April 2016. A Total number of 204 participants attended the State Meet.Inthe inaugural session the Chief Guest Shri. Neiba Khronu, Hon’ble Parliamentary Secretary, Planning & Coordination Department, Evaluation & Taxes grace the session. A geospatial exhibition gallery was organized and was inaugurated by Hon’ble Parliamentary Secretary, Planning & Coordination Department, Evaluation & Taxes.All together 37 line Departments made power point presentations on the key areas identified by their respective Department.The special session was graced by Shri. T.R. Zeliang, Hon’ble Chief Minister, Nagaland as the
Chief Guest and Chief Secretary, Nagaland chaired the session. The session started with a video documentary on the activities of the Nagaland GIS & RS centre, followed by the Presentation on the salient outcome of the Thematic Session by the Additional Chief Secretary & Development Commissioner, Nagaland. Strategies & Way Forward was presented by Shri. P L N Raju, Director, NESAC/ ISRO, Department of Space, Government of India and A Reflection on the importance of Space Applications in the region was highlighted Hon’ble Parliamentary Secretary, Planning & Coordination, Evaluation & Taxes. A total of 107 Key Areas were Identified for use of Space Technology in Governance and Development for the State of Nagaland.




 

 

 

 

NESAC participated in UNOOSA at NRSC

NESAC participated in the United Nations/India workshop on use of earth observation data for disaster management and risk reduction (In consequence to Sendai framework for disaster risk reduction) co-hosted by United Nations Office of Outer Space Affairs (UNOOSA) and NRSC, Hyderabad during 8th to 10th March, 2016. Dr. Diganta Barman, Team Lead, FLEWS from NESAC delivered a talk in the technical session 3 on “Early warnings and emergency response”. State Meet in Aizwal, Mizoram

One day State level meet on “Promoting Space Technology Based Tools and Applications in Governance and Development” for the state of Mizoram was held on 8th March 2016 in the Secretariat Conference Hall at Aizawl. Chief Secretary of Mizoram Pu. Lalmalsawma graced the inaugural session as the Chief Guest. Sri PLN Raju, Director, NESAC gave a talk on the Indian Space Programme, which was followed by presentations from various line department heads in four thematic sessions. Sri Pu. Ms.Juhi Mukherjee, IAS, Deputy Commissioner, Serchhipdistrict inaugurated North Eastern District Resources Plan (NEDRP) Portal for Serchhip District at National Informatics Centre, Serchhip District Office on 21st April, 2015. Deputy Commissioner thanked NESAC and MiRSAC and expressed that the portal would be helpful for Disaster Management Plan and for various Developmental Plans and so would enhance the developmental activities of the District.




 

 

 

 

North Eastern District Resources Plan (NEDRP) – Kolasib District, Mizoram

North Eastern District Resources Plan (NERDP) portal for Kolasib district of Mizoram State was inaugurated today by ShriJitenderYadav, IAS, Deputy Commissioner, Kolasibdistrict at on 23rd April, 2015.Sri JitenderYadav thanked Mizoram Remote Sensing Application Centre (MIRSAC) and North Eastern Space Application Centre (NESAC) for developing the NERDP portal.Sri JitenderYadavexpressed that the portal shall help in bettering District administration and also help Line Departments in their preparation of Detailed Project Reports (DPR).

One day state level workshop on Master Plan Formulation using NUIS (National Urban Information System)-Bhuvan for the state of Mizoram was organized on 22nd April, 2015 at Conference Hall, Aijal Club, Aizawl. Launching of NEDRP for Thoubal district,Manipur

The North Eastern District Resource Plan Portal for Thoubal district of Manipur has been launched successfully on 27th Feb, 2015 in the Conference Hall of the Deputy Commissioner by Shri T. Ranjit Singh, IAS, DC, in presence of Director (MARSAC), ADC, SDOs of Thoubal District, Scientists from NESAC, besides other concerned Officers of various Line Departments. The portal contains relevant information related to natural resources management, disaster management support, infrastructure development along with action plan of land and water resources inputs (statistics & maps) for preparation of various Detailed Project Report (DPRs) and master plan document for implementation of developmental project & activities by the concerned line departments.




 

 

 

 

Regional workshop on 'Space technology for forest management with special emphasis on forest working plan'

A day long regional workshop on 'Space technology for forest management with special emphasis on forest working plan' was organised at NESAC on 27.02.2015 with an objective to popularize the initiatives taken up by NESAC in forestry applications, and also to assess the gap areas and re-orient the space technology utilisation in forest sector for the benefits of the forest departments of north eastern states. Senior officials from Forest Departments of NE states along with eminent academicians from few premier institutes attended the workshop.

THE 66th Republic Day Celebration at NESAC, 26th Jan, 2015

The 66th Republic Day was celebrated at NESAC on Monday. Director NESAC Dr S Sudhakar unfurled the national flag and received the guard of honour by CISF personnel. The flag hoisting ceremony was followed by singing of the National Anthem and parade with demonstration of skills by CISF. Director NESAC on this occasion addressed the office staff with an insightful and inspiring speech.




 

 

 

 

Space Based Information KIOSK Installation and Demonstration at DoNER’s Ministry office, 18 December 2014

In the presence of Secretary to Minister Shri M. Vijaya Kumar ,DoNer, Space Based Information KIOSK(SBIK) portal was successfully demonstrated consisting information for the entire North Eastern Region on the 18th December, 2014. The meeting was accompanied by Shri Shakti K. Pathak , Additional Principal Secretary to Minister and Smt K. Damayanthi Joint Secretary and other officers of DoNer. In the event, Dr. S Sudhakar, Director, North Eastern Space Applications Centre (NESAC), Shillong has briefed the effectiveness and usefulness of SBIK portal in the planning and developmental activities for the various states in the North Eastern Region. He also highlighted that SBIK portal has been launched in each of the NE States and many line Depts have been requesting for its installation for preparation of DPR and other developmental activities.

Mid-Term Symposium 2014 on "Operational Remote Sensing Applications: Opportunities, Progress and Challenges" was organized by ISPRS Technical Commission VIII and Indian Society of Remote Sensing(ISRS) Jointly with Indian Society of Geomatics (ISG). The symposium was held at The Park, Hyderabad between 9th to 12 th December, 2014. NESAC has participated in symposium exhibition by installing a stall highlighting the activities of NESAC towards development of NE Region. Dr. S Sudhakar, Director, North Eastern Space Applications Centre (NESAC), Shillong has briefed the effectiveness of SBIK portal in the planning and developmental activity of the state. COMMUNAL HARMONY CAMPAIGN WEEK (QUAMI EKTA WEEK)


As part of the Communal Harmony Campaign Week from 19.11.2014 to 25.11.2014, communal harmony pledge was administered by Director, NESAC on 21.11.2014 followed by a programme on 24.11.2014 which was chaired by Director, NESAC, wherein employees had taken part in delivering a lecture on topics like (a) Secularism (b) Conservation of Environment etc. A group song was also presented by Junior Scientists and Junior Research Fellows.

Six days training program has been held by member of Art of living in NESAC from 25/11/14 to 30/11/14. The Art of Living is an educational and humanitarian movement engaged in stress-management and service initiatives.




 

 

 

 

Students visit to NESAC, 21-11-2014


Fifth semester B.Tech. (Electronics and Communication Engineering) students from, University of Technology and Management visited NESAC on 21-11-2014. They were familiarized with different facilities at NESAC with emphasis on Satellite Communication division. Scientists from Satellite Communication,IT,Atmospheric Science division explained them about the activities of respective division, working principle of different instruments. The students and the faculties were extremely happy with the familiarization visit.




 

 

 

 

Students visit to NESAC, 13th November, 2014


350 students of classes VIII, IX and X from Christian Academy Higher Secondary School, Shillong visited NESAC on the November 13th, 2014. This was the highest number of students visiting NESAC in a single batch. As the number of students were too large, they were arranged to sit on temporary gallery outside NESAC building. They were familiarised with the satellite models & launch vehicle models and NESAC scientist explained them about the different activities of the Centre. This was followed by an interactive session where students & teachers asked a lot of question related to space science & general science which were explained by NESAC scientists

Central Vigilance Week Celebration


Central Vigilance Week was celebrated at NESAC during 27th October to 2nd November, 2014 with ‘Combating Corruption: Technology as an enabler’ as the theme. The week started with an oath taking ceremony on 27th October; in which Director, NESAC read out the message on combating corruption at workplace with staff of NESAC repeating after him. The week concluded with a colorful program at auditorium of NESAC in which Dr. Sukumar, Director, NERIE was invited as Guest of Honor who addressed the house on the roles and responsibilities of Central Vigilance Commission. Director, NESAC also briefed the gathering on the need for working ethically within the government sphere. This was followed by a quiz competition among the staff of NESAC and prizes were distributed based on performance.




 

 

 

 

Telemedicine Activity


North Eastern Regional Workshop for Sensitization & Awareness on National Medical College Network Project (Health Education Content Delivery, Skill Enhancement and Healthcare Outreach Services) was held at North Eastern Indira Gandhi Regional Institute of Health and Medical Sciences (NEIGRIHMS) on 26th & 27th September, 2014. It was organized by Ministry of Health and Family Welfare, Government of India which is implementing a green field project on e-health including Telemedicine on National Medical College Network (NMCN) for interlinking the Medical Colleges across the country with the purpose of e-Education and National Rural Telemedicine Network for e-Healthcare delivery. Objectives of the workshop were to get the feedback from Medical Colleges on the existing Telemedicine infrastructure and activities share the telemedicine activities undertaken by various organizations among the delegates across the country and networking with the telemedicine practitioners. Director, NESAC attended the workshop and presented on the status and scope of North East Region Telemedicine Network and its experience in handling the project.

A workshop on "Decision support system for Early Warning of Japanese encephalitis (JE) in Assam" jointly organised by North Eastern Space Applications centre (NESAC), Umiam Meghalaya and Regional Medical Research Centre, NE region (RMRC, NER) Dibrugarh on 11th August 2014 at NEDFI Convention Centre, Guwahati, Assam. Vice Chancellor of Shrimanta Shankardeva University of Health Sciences, Assam, Prof. U.C. Sarma Presided over the meeting as Chief Guest and Principal Secretary, Health, Govt of Assam, Shri S. Kumar graced the occasion as Guest of Honour. Dr. S. Sudhakar, Director, NESAC welcomed the Chief Guest, Guest of Honour and all other participants. Dwelling upon the JE Early Warning model, Dr. S.A. Khan, Scientist, RMRC, NER mentioned that the JE early warning model predicts three vital parameters in the study area in a particular year with 70-80% accuracy: 1) Onset time of JE occurrence, 2) Intensity of JE cases and 3) Identification of the JE prone villages (with maps) categorizing them into high, medium and low risk for the said district 2-3 months in advance. Thus, it gives sufficient time to the health planners to take precise, area targeted, timely control measures well in advance. Dr. B.K. Handique, Scientist, NESAC, demonstrated the user friendly software developed for operation at the users’ level and highlighted the input parameters required for running the model. The workshop was concluded with the vote of thanks offered by Ms. Jonali Goswami, Scientist, NESAC.





 

 

 

 

Appraisal Meeting on NESAC Activities, Inauguration of Space Based Information Kiosk & Project Implementation Committee (PIC) Meeting of Space Based Information Support for Decentralized Planning (SIS-DP) Project for the State of Tripura, 04 July, 2014


Dr S. Sudhakar, Director, North Eastern Space Applications Centre (NESAC) presented the activities of the Centre in an appraisal meeting chaired by Shri S.K. Panda, Chief Secretary to the Government of Tripura on 04 July, 2014 at the conference hall of Tripura Secretariat. Principal Secretaries/Secretaries/Directors of all the line Departments of Tripura, Dr. B.M. Choudhary, Head (Applications), RRSC (East), Kolkata along with scientists from NESAC as well as Tripura Space Applications Centre attended the meeting and shared their views. Activities carried out by NESAC for developmental programmes were highly appreciated in the meeting. The Chief Secretary also inaugurated the Space Based Information KIOSK (SBIK) portal for the state of Tripura. The portal contains information on various geospatial thematic layers such as administrative details, infrastructure, natural resources, water resources, disaster management and exclusive data services for Agartala City. These thematic layers will serve as an input for an effective management of natural resources and also for various developmental planning purposes. The touch screen based system containing the SBIK portal has been installed in the office of the Chief Secretary, Govt. of Tripura. Project Implementation Committee (PIC) Meeting of Space Based Information Support for Decentralized Planning (SIS-DP) Project for the State of Tripura was also held under the chairmanship of Chief Secretary. Dr. B.M. Choudhary, Head (Applications), Regional Remote Sensing Centre (East), Kolkata. The Chief Secretary, Govt. of Manipur, Shri PC Lawmkunga has inaugurated the Space Based Information KIOSK (SBIK) portal for the state on 23rd June, 2014 at the Old Secretariat Conference Hall, Imphal. The SBIK programme is sponsored by Ministry of Development of North Eastern Region, Govt. of India and executed by North Eastern Space Applications Centre (NESAC) in collaboration with Manipur State Remote Sensing Centre. Dr S Sudhakar, Director, NESAC, has given a brief presentation on the effectiveness of SBIK Portal for the development and planning activities and a team of scientist namely Mr. P.S. Singh ,Mr. Victor , Ms. Kasturi ,Mr. Chandan demonstrated SBIK to all secratery of line dept. The portal contains information on various geospatial thematic layers such as administrative details, infrastructure, natural resources, water resources, disaster management and exclusive data services for Imphal City. These thematic layers will serve as an input for an effective management of natural resources and also for various developmental planning purposes. The touch screen based system containing the SBIK portal is installed in the office of the Chief Secretary. The Chief Secretary, Govt. of Manipur, also reviewed the activities of NESAC and appreciated the Centre for Its efforts for providing space technology inputs. Shri Ramesh Negi, Chief Secretary, Arunachal Pradesh has reviewed the activities of NESAC on 05th June, 2014 at his conference room. Principal Secretary, Secretaries and Commissioners of various state departments were also participated in the appraisal meeting. Dr. S. Sudhakar, Director, NESAC also gave a brief presentation on the application of Space Based Information Kiosk (SBIK) portal for the state of Arunachal Pradesh. The main objective of SBIK is to showcase the strength of existing geospatial inputs of Arunachal Pradesh for natural resources management and other various development and planning activities in the state. The portal which contains different spatial modules and various GIS tools for easy navigation and data query was also released and launched by the Principal Secretary (Home) Arunachal Pradesh, Shri. D. Sharma. The touch screen based system containing the SBIK portal was installed in the office of the Chief Secretary, Arunachal Pradesh.

Hon’ble Chief Minister of Assam Shri Tarun Gogoi inaugurates the Space Based Information KIOSK (SBIK) portal for the state of Assam on 30th May, 2014 in Assam Secretariat. Shri Jitesh Khosla, IAS, Chief Secretary, Assam, Shri V K Pipersenia, IAS, Addl Chief Secretary, Shri S C Das, IAS, Addl Chief Secretary, Dr. U N Bora, IAS, Secretary, Science and Technology Dept. and other senior officials of various Line Departments were also present in the inaugural programme. The SBIK programme is sponsored by Ministry of Development of North Eastern Region, Govt. of India. A team of Scientists/ Engineers led by Dr S Sudhakar, Director, North Eastern Space Applications Centre (NESAC), Department of Space, Government of India, Shillong, demonstrated the various decision support tools, functionalities, utilities of SBIK Portal, developed exclusively for the state of Assam. The portal contains geospatial thematic layers of various information such as administrative details, infrastructure related information, land natural resources, water resources, ground water information, disaster management support information and also images of Indian satellite data. NESAC has installed a smart Touch-Screen system containing SBIK portal in the Office of Hon’ble Chief Minister of Assam. The same is proposed to be installed in each of the Line Departments for effective management and monitoring of developmental programme in the state of Assam.





 

 

 

 

Meeting of The Coordinators of North East Tele-Education Network, 27th May, 2014


A one day meeting of the coordinators of North East Tele-Education Network was held on 27th May, 2014, Tuesday, at Directors' Conference Hall, NESAC. Network coordinators, Hub in charge, technicians represented their respective state EDUSAT Network. The meeting was held to generally look into the running of the individual state networks and to specifically discuss the various issues relating individual state networks. Representatives from the states of Assam, Arunachal Pradesh, Meghalaya, Sikkim, Tripura and Mizoram were present along with representatives from various service providers. The meeting was chaired by Director, NESAC. The meeting spread across two sessions with lunch break in between.

Students visit to NESAC, 2nd May,2014


Fourth semester M. Sc. students with specialization in Atmospheric Physics from Dept. of Physics, Gauhati University visited NESAC on 2ndMay,2014. They were familiarized with different facilities at NESAC with emphasis on Space and Atmospheric Science laboratory. Scientists from Space and Atmospheric Science division explained them about the activities of this group, working principle of different instruments, and data collection methods. The students also witnessed launching of Pisharotysonde with hydrogen gas filled balloons. The students and the faculties were extremely happy with the familiarization visit.





 

 

 

 

 

Realeased of SBIK portal for the State of Nagaland on 30th April,2014


The Space Based Information Kiosk (SBIK) portal for the state of Nagaland which was conceptualized and developed by NESAC in collaboration with Nagaland Science and Technology Council and Planning & Co-ordination Department, Nagaland to showcase the strength of existing geospatial inputs of Nagaland State for natural resources management and other various development and planning activities in the state has been released and launched by the State Chief Secretary of Nagaland, Ms. Banuo Z Jamir on 30th April, 2014. She also congratulated NESAC and the State GIS Centre for successful implementation of the portal. An appraisal meeting on NESAC activities, was also held at the conference hall of the Chief Secretary in the presence of Additional Chief Secretary and Development Commissioner, Mr. HK Khulu along with the Secretaries of various state departments. Head of Department from different line departments have also attended the inaugural function. Dr. S. Sudhakar, Director NESAC gave a brief presentation on the application of SBIK Portal which contains geospatial thematic layers of information such as administrative details, infrastructure related information, land resources, water resources, disaster information and also satellite data, briefing on the spatial module on the portal and the various GIS tools for easy navigation and data query.





 

 

 

 

 

Symposium on Recent Advancement and Application of Remote Sensing, GIS and GPS, 28th April,2014


Don Bosco College of Engineering and Technology, Azara, Guwahati in collaboration with ARSAC, Guwahati organized a one day Symposium on Remote Sensing and Geoinformatics for the Civil Engineering students of the college on 28th April,2014. Shri Abdul Qadir, Scientist NESAC delivered a talk on Microwave Remote Sensing and its Applications, highlighting various aspects in Civil Engineering, which are applicable to North Eastern Region.





 

 

 

 

 

NESAC Participated in Earthquake Mega Mock Drill held on 10th Mar,2014"


NESAC took part in the ‘Earthquake Mega Mock Drill’ organized by National disaster Management Authority at Shillong on 10.03.2014, Monday. Scientists from NESAC demonstrated how to use the North Eastern District Resource Portal at the time for Disaster for planning recovery operation and the use of Satellite Telephone as a means of Emergency Communication.





 

 

 

 

 

National Science day celebration at NESAC


National Science Day was celebrated in NESAC on 7th of March, 2014. On this context an invited lecture was organized on a new research topic “Application of Entropy theory in hydrological modeling” by Prof. Vijay P. Singh, Distinguished Caroline & William Chair Professor in Water Engineering, Texas A&M University, USA. The programme started with a brief welcome by Director, NESAC and an introduction of Prof. Singh by Mr. Diganta Barman, Scientist, NESAC. During the talk Prof. Singh threw light on various other application of Entropy theory apart from hydrological modeling. NER-DRR action plan review on 10-01-2014


On the advice of Chairman, ISRO, a technical committee of ISRO under the Chairmanship of Dr. R.R Navalgund, Satish Dhawan Distinguished Professor at ISRO Head Quarter and senior Scientist of SAC and NRSC took a detailed review of the disaster wise activities and action plans as envisaged and documented by NESAC. Individual presentations were made by NESAC scientists associated with different disaster related activities along with detailed presentations on system infrastructure and communication infrastructure. Along with Director, NESAC and Project Manager, NER-DRR all scientists associated with NER-DRR participated in the discussion and expressed their views clearly to the review committee. At the end of the review cum discussion, the committee gave some important suggestions related to overall scope of activities of the upcoming NER-DRR as a state of the art facility for disaster risk reduction in north eastern region of India. The review meeting ended with a formal vote of thanks from Project Manager, NER-DRR and presentation of mementos to all the experts of the review committee by Director, NESAC.





 

 

 

 

 

 

 

 

 

 

 

 

7th meeting of NESAC Society held in New Delhi on 21st Feb, 2014


The 7th meeting of NESAC Society was held at Vigyan Bhawan Annexe, New Delhi on Feb 21, 2014. The meeting was conducted by Chairman, ISRO and Vice President, NESAC Society on the request of Shri Paban Singh Ghatowar, Hon’ble Minister of State (independent charge) for Development of North Eastern Region (DoNER) and Parliamentary Affairs and President, NESAC Society.

Dr. K. Radhakrishnan, Chairman, NESAC GC and Vice President, NESAC Society extended a warm welcome to all the members of the Society, invitees and other representatives from North Eastern States, NEC and Department of Space. In his opening remarks, he appreciated the achievements of NESAC in various areas of space applications and catalyzing the development process of north eastern region.

Among the members, Shri J. Khosla, IAS, Chief Secretary, Govt. of Assam, S. B. Z. Jamir, IAS, Chief Secretary, Nagaland, Smt. K. Damayanthi, Jt. Secretary, DONER Shri P. J. Mathew, Joint Secretary, DOS, Shri A.S. Kiran Kumar, Director, SAC, Prof. J. N. Goswami, Director PRL and Dr. J. R. Sharma, CGM, NRSC provided a number of suggestions on various activities of NESAC.

Dr. S. Sudhakar, Director, NESAC and Secretary of the Society presented the activities and achievements of NESAC along with budget estimates of RE 2013-14 and BE 2014-15. NESAC picnic was organized on Saturday, 15.02.2014 at Kyrdemkhla, East Khasi Hills . It was a lively day out for the office group which marked a grand success with participation of most of the staff of NESAC . Two NESAC scientists Mr. Diganta Barman and Dr. NG Romeji Singh participated in the Assam Water conference held at Assam Water Research and Management Institute in Guwahati. A technical paper on “Flood forecasting in Assam using meteorological and hydrological modeling” was presented in the first technical session of the conference that was held during 6th and 7th of February, 2014





 

 

 

 

 

NESAC participated in 18th National Space Science Symposium, 29th Jan- 1st FEB, 2014


NESAC participated in 18th National Space Science Symposium (NSSS - 2014) held at Dibrugarh University, during January 29-February 1, 2014. NESAC scientists gave oral and posters presentations on different topics under the theme “Geosphere and Biosphere Interaction”. Shree Shyam Sunder Kundu and Shree Arup Borgohain from NESAC, were awarded the second prize for the poster presentation titled “Orographically modulated mesoscale circulation and atmospheric boundary layer characteristic over Shillong” under the same theme.





 

 

 

 

 

Training Programme On Application Of Geo-Spatial Technologies In (IWMP) 27th Jan – 1st Feb, 2014


A training programme on Application of Geo-Spatial Technology in Integrated Watershed Management Programme (IWMP) for the North Eastern states, held at NESAC during 27th Jan to 1st Feb, 2014. The proposed training programme aims to provide basic concepts of remote sensing, GIS, mobile applications in the watershed monitoring, hands on experience and analysis of database on Bhuvan services and extracting information required for monitoring of watershed activities, generation of Land and Water Resources Development Plan using GIS.





 

 

 

 

 

65th REPUBLIC DAY CELEBRATION AT NESAC 26TH JAN, 2014


NESAC celebrated the 65th Republic Day with traditional zeal and patriotic fervor. The day started with the flag hoisting ceremony at the NESAC campus. Dr S Sudhakar Director NESAC hoisted the Indian national flag, followed by singing of the national anthem and March past by CISF personnel. Training for the Subject Matter Specialists of Krishi Vigyan Kendras of NER Region on 24th Jan,14 at NESAC


A training was conducted at NESAC on 24-01-14 for the Subject Matter Specialists of Krishi Vigyan Kendras of NER Region as per the request of ICAR Research Complex for NEH Region, Umiam. A total of 17 trainees attended the programme. The programme included lectures on natural resources of NER and climate change and its mitigation. Training Programm On Recent Trends And Usage Of Gps Technology For Basin Development Programme On 6th Jan, 2013


NESAC is part of Meghalaya Basin Development Programme. Meghalaya Basin Development Authority (MBDA) agreed to give the responsibility of preparing thematic layers required for preparation of micro level action plane. In this regard, NESAC is in need of large number of ground truth in village level. Collection of ground truth up to village level will be conducted by MBDA personnel. Director, NESAC, attended the National Symposium on Remote Sensing and GIS for Environment with Special Emphasis on Marine and Coastal Dynamics organized jointly by the Indian Society of Geoinformatics and Indian Society of Remote Sensing (ISG-ISRS) which was held at Andhra University, Vishakhapatnam during December 04-06, 2013.

Directors, NESAC has chaired a Technical Session on “Land use/Land cover and Forestry” and deliver a lead talk on the topic “Overview of Geomatics Applications in Forestry” scheduled on 6/12/13 in which he present NESAC Team paper entitled “Enhancing the role of Natural Resources in Adapting Climate Change – an approach through Decision Support Tools in North East region”.

The 10th meeting of the NESAC GC was held on November 11, 2013 at NEDFi Convention Centre, Guwahati. Shri S. Srinivasan, Additional Secretary, Department of Space presided over the meeting. Dr. S. Sudhakar, Director, NESAC and the Member Secretary, NESAC GC, welcomed the Additional Secretary, other members and invitees to the meeting.  Sri S. Srinivasan, Additional Secretary, Department of Space in his opening remarks, appreciated the achievements of NESAC in various space applications in north eastern region. He suggested that NEC may play a greater role in coordinating the activities among the states. Shri J. Lhungdim, Planning Adviser, North Eastern Council appreciated the activities of NESAC and assured that NEC will provide required financial assistance to NESAC. Members of the GC representing various ISRO/DOS Centres, State Governments of 8 NE states, GSI, SOI, BSNL, IIT, Guwahati and NEHU offered their suggestion for future endeavours of NESAC.  Director, NESAC/ Member secretary NESAC GC offered vote of thanks to the Chairman, members and the invitees.

North Eastern Space Applications Centre has completed a major national project on Applications of Remote Sensing and GIS in sericulture Development funded by Central Silk Board (CSB). In this context Dr K Sambasiva rao, Hon’ble Union Minister of Textiles, Govt. of India released the electronic version of the project outputs on 09th October, 2013 at Vigyan Bhawan, New Delhi. In this occasion Hon’ble minister of state for Textiles Smt. Panabaaka Lakshmi was also presented.

The induction of Central Industrial Security Force (CISF) was held at NESAC on 3rd October, 2013


On recommendation by the Intelligence Bureau, Ministry of Home Affairs, Govt. of India the induction of Central Industrial Security Force (CISF) was held at NESAC on 3rd October, 2013 for Security of the Centre. Dr. S Sudhakar, Director, NESAC inaugurated the Induction Ceremony in NESAC premises in presence of Assistant Commandant, CISF NESAC Unit , all CISF Personnel and NESAC Scientists /staff.




 

 

 

 

Director,NESAC has inaugurated the training programme on “Natural Resouce Management using Geospatial tools” conducted by ICAR, Barapani campus on 21st Nov,13


Director, NESAC has been invited as a Chief Guest to inaugurate the training programme on “Natural Resource Management using Geospatial tools”. Four scientists from NESAC also delivered their expertise talk in the training programme as resource person.





 

 

 

 

NESAC Scientists participated in a Regional Training Course on "Forest Cover Change and Carbon Fluxes" at ICIMOD, Nepal during 23-27 Sept 2013


Dr.S Sudhakar, Director, NESAC and Ms Kasturi Chakraborty,Scientist/Engineer‘SD’, NESAC recently participated in the Regional Training Course on "Forest Cover Change and Carbon Fluxes" held at ICIMOD,Nepal from 23-27 Sept 2013. As a resource person Dr. S Sudhakar presented a talk on “Temporal biomass assessment using remote sensing-examples from North East India”. The objective of the training course was to enhance the capacity of partners for forest carbon assessment for national GHG reporting and to provide a mutual learning and sharing platform and opportunities for ICIMOD regional member countries. The training has been provided by resource persons from ICIMOD with broad expertise on land cover change analysis, carbon flux studies and GHG reporting. Participants of the training program were mid-career and senior professionals from government and other agencies working on forestry and environmental studies from Bangladesh,Bhutan,India,Pakistan,China and Nepal.





 

 

 

 

Training Programme on Flood Early Warning System (FLEWS) organized during 27-29th Nov,2013 at NESAC


The North Eastern Space Applications Centre has been taking up the Flood Early Warning Systems (FLEWS) to address hydrological flood disaster in 15 flood-prone districts of Assam. The project has been successfully implemented in close coordination with the respective departments/agencies of the Government of Assam (ASDMA, WRD, etc). The project forms a vital component of the North Eastern Region − Disaster Risk Reduction (NER−DRR) node. NESAC is in the process of initiating Flood Early Warning Systems for the other states in NER region in line with FLEWS−Assam, and proposed to be launched in the coming flood season as a pilot phase-I for the states of Arunachal Pradesh, Manipur, Meghalaya and Mizoram.

In this regard, a training programme has been organized under the prime initiative from Director, NESAC for a period of 3 days from 27 to 29 Nov, 2013 at NESAC, Umiam (Barapani), to impart basic curriculum on flood forecasting operations, flood warning dissemination system and end-use, hydrological database building for flood disaster, near real meteorological data base, Rainfall forecast etc. The training included knowledge−sharing with experienced officials from the Govt. of Assam in flood disaster preparedness and related issues. Official from other north eastern states viz. Meghalaya, Arunachal Pradesh and Manipur are also attended in the programme.





 

 

 

 

The Honorable Governor of Meghalaya,Shri K.K.Paul visits NESAC on 19th Sept,2013


The Honorable Governor of Meghalaya, Shri K.K.Paul visited NESAC on 19th September,2013. Director, Dr. S. Sudhakar welcomed him to the institute in due procedure. He visited the centre’s scientific and engineering facilities, viz., Central server facility, Atmospheric and space science lab, Satcom studio, Video conferencing room etc. and met the respective scientists/engineers as they explained to him the nature of work being done at each of these facilities. He then met with all the Scientists/Engineers and JRFs of the centre in conference room where he expressed his delight over the activities being done at NESAC and encouraged the young group of Scientists/Engineers to carry on the good work.





 

 

 

 

Hindi workshop conducted at NESAC on 4th September, 2013


A Hindi workshop was held at NESAC on 4th September, 2013 on “Salient Points of Official Language Implementation” at the auditorium at 11:00 am. The workshop was presided over by Dr. Sankar Kumar, Senior Hindi Officer, Department of Space, Branch secretariat, New Delhi . Director, NESAC, Dr. S. Sudhakar was present alongside all Scientists and JRFs at the workshop. Director, NESAC gave a brief inaugurators speech after which Dr. Sankar Kumar elaborated the audience on the various aspects of ‘Official Language Implementation Program’ as well as encouraged all the participants to use Hindi more and more in day to day office work. The program ended with Director, NESAC presenting Dr. Sankar Kumar with a memento.





 

 

 

 

Celebration of "Communal Harmony Fortnight" at NESAC on 4th September, 2013


A cultural program was held at NESAC on 4th September, 2013 for “Celebration of Communal Harmony Fortnight” at the auditorium at 04:00 pm. Director, NESAC, Dr. S. Sudhakar, Dr.Sankar Kumar, Senior Hindi Officer, Department of Space, Branch secretariat, New Delhi as well as all the Scientists and JRFs attended the program. Director, NESAC, Dr. S. Sudhakar inaugurated the program with his brief speech after which participants of the program displayed colourful performances. Prizes were given away by Director, NESAC for ‘Best Performance’ decided by a panel of judges made from the senior Scientists. All the performers were also presented with consolation prizes.





 

 

 

 

Workshop on SILKS portal Held in Kolkata, 7th Aug,2013


One day workshop on SILKS (Sericulture Information Linkages and Knowledge System) was organised at West Bengal Council of Science & Technology (WBCST), Bikash Bhavan, Kolkata on August 07, 2013 to create awareness about the SILKS portal among user departments in the state of West Bengal. SILKS portal has been developed under the Central Silk Board funded project on Applications of Remote Sensing and GIS in Sericulture Development Dr. Sudhakar, Director, NESAC & the Project Director welcomed all the participants and invitees to the workshop and gave a brief overview of the project.

Shri B. K. Mukherjee, Additional Director of Textiles (Sericulture) Govt. of West Bengal inaugurated workshop and the inaugural session was chaired by Dr. S. Nirmal Kumar, Director, Central Sericultural Research & Training Institute, Berhampore. Shri S.P.Mitra, Jt Secretary, Dept of Science & Technology, Govt of West Bengal addressed the participants and Chief Guest. Sri C.J. Prabhakar, CSB, Bangalore explained about the objectives of the workshop and sought active participation of the user departments and provide district specific information on sericulture activities for integrating into the portal. About 50 participants from State Sericulture departments, CSB regional centres and CSB research institutes have participated. Hands on training on the SILKS webportal was provided to participants and noted their feedback for further improvement of the portal in terms of making it more user oriented and user friendly.





 

 

 

 

Director, NESAC was Chief Guest at NaSAEAST-2013


Dr S Sudhakar, Director, NESAC was the chief guest in the inaugural session of the National Seminar on Advances in Electronics and Allied Science and Technology, organized by Electronics Scientists and Engineers Society (ESES) held at Guwahati University, Guwahati during 1-3 August, 2013.

Director, NESAC delivered the keynote address in the inaugural session of the seminar and also delivered a lecture on “Application of Space Science and Technology for the Development of NE Region”. During his address and presentation, he mentioned about different space technologies and their applications and stressed on the importance of electronics science for holistic societal development. He urged the ESES to take lead to develop a small satellite with exclusive applications for NE region and offered help from NESAC in realizing the same.

The seminar was also attended by Shyam S Kundu, Sci/Engr- SE, NESAC. He made a presentation on “Contrasting change in pre-monsoon rainfall pattern over eastern and western region of Brahmaputra valley in Assam: Is aerosol responsible?”





 

Training programme on Recent Trends in Geospatial Technology condicted at NESAC during 5-9 Aug'13


North Eastern Space Applications Centre (NESAC), Umiam organized a training programme on Recent Trends in Geospatial Technology during 05 – 09 August, 2013 at NESAC premises for capacity building of officials involved in the field. Resource persons from Indian Institute of Remote Sensing, Dehradun, ISTRAC, Bangalore, NEHU, Shillong and NESAC have given talk on the recent topics like Hyperspectral Remote Sensing, Microwave Remote Sensing, WebGIS, Spatial Data Analysis technique, geostatistical analysis technique etc.

About 30 participants including 17 from the State Remote Sensing Applications Centres of NER, 4 from Line departments of Meghalaya state and 9 from NESAC, Umiam have attended the training programme. .

Director, NESAC delivered a lecture on Space Technology for the benefits of NE region, during the GOLDEN JUBLIEE CELEBRATION in Shillong College on 26th July, 2013. NESAC also participated in the science exhibition in the Shillong college GOLDEN JUBLIEE CELEBRATION program displayed Satellite, launch vehicle models and the slides on satellite Remote Sensing applications. .

DR APJ ABDUL KALAM VISITS NESAC on 25 June, 2013


Dr APJ Abdul Kalam, Hon'ble former President of India and presently the Chancellor of Indian Institute of Space Science & Technology, Trivandrum visited NESAC on June 25, 2013. Dr S Sudhakar, Director, NESAC appraised him about the activities of NESAC and accompanied him for a visit to the lab facilities in the centre. Dr Kalam interacted with Scientists/Engineers of the centre and delivered a lecture on "Space based solar power". He appreciated some of the on-going projects work such as on Flood Early Warning System, North Eastern District Resources Plan and North Eastern Regional Node for Disaster Risk Reduction initiatives, etc. and suggested that centre should respond to the needs of the north eastern region in providing timely inputs for disaster alerts, planning and in decision making process. Dr Kalam also interacted with about 50 selected school children from neighboring schools of NESAC and encouraged them through interaction. He inspired the students with a stirring poem, "I am born with potential, have wings and I will fly", focusing on the national mission and the strength of each individual.

Director NESAC,  attended a conference on Sustainable Development of Water Resources organized Meghalaya Basin Development Authority on 25th May 2013. The conference was inaugurated by Deputy Chief Minister of Meghalaya. Director, NESAC  spoke Elaborately on "Assessment of Water Resources potential in Meghalaya" He shared NESAC experiences  in assessment of Water Resources in Meghalaya using Geo-Spatial Technique. During his speech , he emphasized on surface water mapping for meghalaya, Results of Water Balance study in subcatment level of Meghalaya. He also highlighted different aspects of utilization of space technology in  water resources development

 






National Workshop on "Holistic Scientific Approach using Integrated Geophysical Studies for the Management of Natural Hazards" 22-23rd Apr, 2013


2nd National Workshop on "Holistic Scientific Approach using Integrated Geophysical Studies for the Management of Natural Hazards"  in collaboration with  Indian Geophysical Union (IGU) which was held at NESAC campus in Umiam, Meghalaya during 22-23 April, 2013. The Workshop was inaugurated with the Welcome address by Dr S Sudhakar, Director, NESAC and Presidential Address by Dr V P Dimri, President IGU. Lightning of lamp. Inaugural speech was given by Chief Guest Shri P P Shrivastava, Hon'ble Member, NEC. Technical sessions were Chaired by Dr.V.P.Dimri President-IGU NGRI Hyerabad, Dr P R Reddy Advisor IGU, Prof Ajit Tyagi, Former Director General, India Meteorological Department and Prof J R Kayal Former DDG (Geophysics) GSI, CSIR Emeritus Scientist, Jadavpur University. Eminent Scientist, Professors and Research Scholars from across India participated enthusiastically. Senior Scientists and Academicians from various DOS/ISRO centers, NEIST-Jorhat, IIT-Guwahati, NGRI, Guwahati University  etc. were invited to deliver the talk on various Natural Hazards and Disasters specially focusing on NE Region.

A Panel discussion & Concluding Session was conducted which was chaired by our Hon'ble Chief Guest Shri P P Shrivastava, Hon'ble Member, NEC along with Dr S Sudhakar,  Dr.V.P.Dimri,  Dr.P.Koteswara Rao and Dr. Ajit Tyagi .

Regional user meet for ISRO-NEC joint Telemedicine project on 14th May, 2013


A regional user meet for ISRO-NEC joint Telemedicine project was organized at North Eastern Space Applications Centre(NESAC) on 14th May, 2013 jointly by NESAC and DECU/ISRO to address various issues related to the Telemedicine project in NE region. Mr. P. P. Shrivastav , Hon’ble Member, NEC, was the ‘Chief Guest’ of the meet while Dr. A. G. Ahangar, Director, NEIGRIMHS, Shillong was the ‘Guest of Honor’.  Representatives of users of the Telemedicine facility from all the NE states were invited to share their thoughts and expectations. A team from DECU/ISRO which is the central institution for this project was also present to address the issues the users are facing and also to inform about their future plans for running this project. Members from NEC were also present. Director, NESAC welcomed all to this ‘need of the hour’ user meet and an interactive discussion spanning over three sessions was conducted.



 




Attending IETE Seminar in Guwahti on 11th May, 2013


Director, NESAC and Dr. K KSarma, Scientist/Engineer – SF, NESAC attended the Zonal seminar on “Harnessing Relevant Technologies for NE Region” organized by The Institution of Electronics and Telecommunication Engineers, Guwahati Chapter (NE Region) which was held at Hotel Gateway Grandeur, Guwahati during May 11 0 12, 2013.

Director, NESAC have give the Key Note address during the inaugural session where Prof. GautamBarua, Director, IIT Guwahati was the Chief Guest. In his keynote address, Director, NESAC has emphasized the usefulness of space technology in conjunction with Remote Sensing and Geographic Information Systems. He also urged the student community to study the emerging technology of current times.

Dr. KK Sarma has given two presentations on the ongoing NER-DRR and NEDRP projects of North Eastern Space Applications Centre, Umiam.


 

 

 

SIS-DP Meghalaya Review meeting held on 25th April, 2013


Chief Secretary to the Government of Meghalaya has reviewed the status of Space Based Information Support for Decentralized Planning (SIS-DP) project of Meghalaya on 25th April, 2013 in his Office Chamber. Dr S Sudhakar, Director, NESAC has presented the status of SIS-DP project. Principal Secretary, Secretary and Commissioners from the various Line Department were also present in the meeting.

As part of Official Language Implementation in the Centre, Hindi Workshop is organized on 28.03.2013 from 11.00 am onwards at NESAC Auditorium. KumKalpanaKumari, Hindi Teacher, KV NEPA, Umsaw delivered a speech and conduct the workshop. The topic for the workshop is “Punctuality”. All employees actively participated in this workshop..


 



 

IRNSS meeting with Director, ISTRAC at NESAC March 27-28, 2013


A meeting was held at NESAC, Shillong between Dr. S. Sudhakar, Director, NESAC and Mr. B. S. Chandrasekhar, Director, ISTRAC on 27th and 28th March, 2013 regarding ISRO’s IRNSS and DWR projects at NESAC and Cherapunjee respectively. Dignitaries from ISTRAC were also present in the meeting. Various points were discussed regarding operation of the IRNSS station at NESAC that were raised by both sides and consensus on these issues were reached at. .

 


 

LULC-50k (2nd cycle) Project Review Meeting for NER stateson 23rd Mar, 2013


NESAC has been entrusted with the responsibility of coordinating the project titled NRC-LULC 50K 2nd Cycle for NER states. Under this project to review the progress of the project a meeting was organized  at NESAC, Umiam on 23rd March, 2013 at 9.30 hrs. The meeting was started by introducing the participants from different partner institutes. Welcome address was given by Director, NESAC followed by opening remarks by Dr. T Ravisankar, Group Head, LRUMG, NRSC, Hyderabad.   All partner institutes have made presentation highlighting progress of the work in their respective states. After presentation depending on progress of each state, tentative dates were decided for external quality checking and discussed on various problems faced during interpretation. The meeting was ended by vote of thanks from M/S. Kausturi Chakravary.


 

 

 

One Day NUIS Stakeholders Workshop at State Level for NE Region on 22nd Mar, 2013


A One Day NUIS Stakeholders Workshop at State Level for NE Region was organised by NESAC, NRSC and Ministry of Urban Development, New Delhi at NESAC conference room on the 22nd of March, 2013. There were altogether 33 participating organizations comprising the town planners, scientists and GIS specialists. Director NESAC chaired the workshop. The workshop was punctuated in two sessions.


 

 

 

The 6th meeting of NESAC Society held at Vigyan Bhavan Annexe, New Delhi on 16th Mar' 2013


The 6th meeting of NESAC Society was held at Vigyan Bhawan Annexe, New Delhi on March 19, 2013. The meeting was chaired by Shri Paban Singh Ghatowar, Hon’ble Minister of State (independent charge) for Development of North Eastern Region (DoNER) and Parliamentary Affairs and Chairman, North Eastern Council (NEC).

Dr. Sudhakar, Director, NESAC made a brief presentation on activities carried out by NESAC since the 5th meeting of the Society. He highlighted the major achievements of the centre with emphasis on NEDRP, SBIK, Sericulture development, FLEWS, other new initiatives of R &D activities and progress towards establishment of NER-DRR at NESAC.

Dr. K. Chairman ISRO and  Vice President, NESAC Society appreciated the achievements of NESAC in various areas of space applications in north eastern region. He mentioned that the department has approved proposal for setting up of NER-DRR (North Eastern Regional node for Disaster Risk Reduction), which will significantly improve the disaster preparedness in the region and help administrations in critical decision making.


 

 

 

 

State level Workshop On Space Based Information Support for Decentralized Planning (SIS- DP) at Aizawl on 24th Jan, 2013


A workshop on Space Based Information Support for Decentralised Planning (SIS-DP) for the state of Mizoram was organised on 24th January, 2013 at Secretariat Conference Hall, Aizawl, Mizoram. The workshop was chaired by Chief Secretary of Mizoram Mrs. L. Tochhong and Dr. Vanlalzara, Chief Scientific Officer, Dte. of S&T, Govt. of Mizoram.

Dr. R. K. Lallianthanga, Project Director & Member Secretary, MIRSAC, gave a brief introductory remarks of the workshop . Director, NESAC gave a brief presentation on the overview ofSIS-DP project and resource persons from NRSC, Dr. S. Srinivas Rao, Scientist/ Engineer "SG" presented on the decision support and project management aspect, while Shri Prasun Kumar Gupta, Scientist/ Engineer "SD" from IIRS, Dehradun have presented on the aspects related to capacity building during the workshop . Mr. Lalnunsiama Colney, Senior Scientist from MIRSAC has also presented on land and water resource action plan of Aibawk block.

The line departments of the state ( Finance Dept., Education Dept., CE (RE), P & E Dept. , Dte. of S&T, Health Dept., Animal Husbandry & Vety. Dept., UD & PA Dept., DM & R Dept., Horticulture Dept., Agriculture Dept., Soil & Water Conservation Dept., etc.) have attended and actively participated in the workshop.


 


 

Dr S Sudhakar, Director, NE-SAC presented a talk at India Geospatial Forum Conference, Hyderabad on 21st Jan, 2013


The 15th edition of India Geospatial Forum 2013 was held at Hyderabad International Convention Centre (HICC), Hyderabad during 22-24 January, 2013. The conference was well attended by the experts from the government/industry/academia and highlighted the importance of Geospatial Enabled Economy in today’s world and laid emphasis on national development plans.

In the Users’ Conference Agenda organized by Intergraph, Dr S Sudhakar,Director,NE-SAC has presented a talk on the topic ‘Geospatial Technologies - Making a Difference to North East India’ at HICC on 21st Jan’13. Mr John K. Graham,President, Intergraph Corporation, SG&I presented a memento to Director, NE-SAC.


 




Review meeting was conducted for Remote Sensing and GIS Based Input for Hazard Vulnerability and Risk Assessment( HRVA), 9th Jan, 2013

A review meeting was conducted for Remote Sensing and GIS Based Input for Hazard Vulnerability and Risk Assessment( HRVA) of Guwahati city, Silchar, Dibrugarh towns and Dhemaji district, Assam project by Assam State Disaster Management Authority, Govt. of Assam. on 9th January 2013 at their office premises in Guwahati. The meeting was chaired by Principal Secretary, Revenue & Disaster Management Dept. Govt. of Assam. Members of HRVA technical sub-committee and NESAC HRVA team members were present in the meeting and discussed on the present status and final completion date of the project. Copies of HRVA- brochure and manual brought out by NESAC were also handed over to Principal Secretary Principal Secretary, Revenue & Disaster Management Dept. Govt. of Assam.

 

Mid-term Review Meeting of SIS-DP for NER States, 21th Dec, 2012


The mid-term review meeting of Space Based Information Support for Decentralized Planning (SIS-DP) for NER States was conducted at Guwahati on 21st December 2012. The meeting was organized by NESAC and ARSAC (ASTEC, Guwahati) and chaired by Dr. R. Nagaraja, DPD, SIS-DP, NRSC, Hyderabad. It was attended by representatives from State Remote Sensing Centres of NER.

 


9th Meeting of NESAC Governing Council (GC) held on 11th Dec'12


The 9th meeting of the NESAC GC was held on December 11, 2012 at Regional Remote Sensing Centre (East), Kolkata. Dr. K. Radhakrishnan, Secretary, Department of Space/ Chairman ISRO presided over the meeting. Chairman has appreciated the achievements of NESAC in various space applications in north eastern region. He highlighted the achievements in the major projects at NESAC viz., Flood Early Warning System (FLEWS), North Eastern District Resources Plan (NEDRP), Space Based Information Kiosk (SBIK) and Sericulture Information Linkages and Knowledge System (SILKS). Chairman also appreciated the effort of NESAC in maintaining an excellent interphase with State Remote Sensing Applications Centres and Academic Institutions in the region.

Dr. S. Sudhakar, Director, NESAC and the Member Secretary, NESAC GC has made a detail presentation on the Activities/ Achievements of NESAC during 2011-2012. He has also presented the Action Taken Report from the 8th Meeting of the NESAC GC held on 26th July, 2011 at NESAC. This was followed by comments and suggestions from the members and invitees of the GC representing all the 8 states of NE states, Major ISRO/DOS Centres, Academia and Central Government Departments.





Audited annual accounts of NESAC for the year 2011-2012 has been adopted by the GC without any modification. Director, NESAC presented the audit observations and action taken during 2011-12. GC also approved the budget estimates of NESAC for the year 2012-2013.

The meeting ended with the concluding remarks from Chairman, ISRO followed by Vote of thanks from Director, NESAC.

 

 

12th NESAC Foundation Day Celebrations at NE-SAC, 7th Dec, 2012


The 12th Foundation Day of NESAC was celebrated on 07.12.2012 (Friday) between 10.30 AM to 11.30 AM at the NESAC Auditorium. Shri Atul Kumar Mathur, Director, North Eastern Police Academy, Chief Guest, graced the occasion and motivated all of us with an excellent speech. This was followed by distribution of mementoes to staffs by the Chief Guest and Vote of Thanks by Dr. K K Sarma, Sci/Engr-SF, NESAC. The function ended with vote of thanks.

 

 

 

First Stakeholder meeting on North Eastern Region for Disaster Risk Reduction (NER-DRR) on 5th Dec, 2012


First stakeholder meeting on all aspect of functioning of North Eastern Regional Node for Disaster Risk Reduction (NER-DRR), held at North Eastern Space Application Centre (NESAC) on 5th Dec, 2012. Shri P P Srivastav, Honourable Member of North Eastern Council (NEC) chaired the meeting and Dr. Ajit Tyagi, Koteshwaram professor and permanent representative of India with WMO was the chief guest of this meeting. Good numbers of representatives from all the state of NER have attended the meeting and shared their views and suggestions for implementation of NER-DRR.


 

 

 

State level Workshop On Space Based Information Support for Decentralized Planning (SIS- DP) at Kohima on 5th Oct, 2012


One day State level workshop under Space Based Information Support for Decentralized Planning (SIS- DP) programme of ISRO was organized jointly by Nagaland GIS and Remote Sensing Centre (NGISRSC), North Eastern Space Applications Centre (NESAC), Umiam and National Remote Sensing Centre (NRSC), Hyderabad on 5th Oct, 2012 at Kohima. The workshop was chaired by Shri. Mhonbemo Patton, IA&AS, Commissioner and Secretary Planning, Government of Nagaland. A large number of participants from all line departments of Nagaland have participated in the workshop. Dr. R. Nagaraja, Deputy Project Director, SIS-DP &Group Director, NDC, NRSC gave presentation of the “Overview of SID- DP”. Dr. S. Sudhakar, Director, NESAC presenting on the “Scope and utilisation of SIS- DP Database” highlighted on the objective, approach, data management, beneficiaries and impact of the project. Presentation on Capacity Building under SIS-DP programme was made by Dr. S.K. Srivastav, Project Manager, Capacity Building & Head Geo-Informatics Division, IIRS, Dehradun. Er. M. Kithan, Project Coordinator, NGISRSC has also appraised the activities of NGISRSC during the workshop.


 

 


State Level Workshop on Space Based Information Support for Decentralized Planning (SIS-DP) for Line Departments Jointly organized by MARSAC, NESAC & NRSC At IMPHAL on 18 Sep, 2012



A one day State Level workshop for all the line departments under SIS-DP programme for the state of Manipur was organized at Old Secretariat Conference Hall, Imphal on 18th Sep, 2012. This was jointly organized by MARSAC, NESAC & NRSC, Hyderabad. Shri L.P. Gonmei, IAS, Principal Secretary (S&T), Govt. of Manipur had chaired the workshop. The inaugural programme started with welcome address by Shri L. Uttamchand, Director, DST, Manipur followed by opening remarks and presentation on SIS-DP from Dr. S. Sudhakar, Director, NESAC. The programme ended with interaction and discussion along with the line departments followed by vote of thanks by Shri N.S. Singh, Director, MARSAC.





The workshop was attended by officials from different line departments.

 

 

EDUSAT User Meet at NESAC during 22 - 23 Aug, 2012



A user meet of the North Eastern States ISRO EDUSAT networks was held at NESAC, Umiam on 22-23 August, 2012 in collaboration with DECU/ISRO, Ahmadabad. Stakeholders from the states of Arunachal Pradesh, Assam, Meghalaya, Sikkim and Tripura were presented the latest status & utilization scenario of their networks in the meeting along various problems faced by them. Various Suggestions were made by DECU & NESAC for smooth running and better utilization of all the networks.



 


State Level Workshop on Space Based Information Support for Decentralized Planning (SIS-DP) for Line Departments Jointly organized by ARSAC, NESAC & NRSC At Guwahati on 2nd Aug, 2012



A State level workshop on Space based information support for decentralized planning (sis-dp) for Assam was organized jointly by NESAC and ARSAC, Guwahati and NRSC, Hyderabad at NEDFI House, Dispur, Assam on 2nd August, 2012. The workshop was chaired by Mrs. Archana Verma, IAS, Commissioner & Secy., S & T, Dept, Govt. of Assam. A large number of participants from all line departments of Assam including Secretary, P&D department, Assam, Managing Director, AMTRON and others were attended the workshop. Dr. S Sudhakar, Director, NESAC and Sri H C Dutta, Director, ASTEC welcomed the dignitaries and representatives from various user departments, Government of Assam. A brief presentation was given on Scope and utilization of SIP-DP database and its use in watershed development programme by Director, NESAC followed by a presentation on plan of action from ARSAC side given by Sri Utpal Sarma, Head i/c ARSAC. There was another presentation on BHUVAN for local level planning given by Core team SIS-DP, NESC, Hyderabad. Meeting was ended with vote of thanks from the Director, NESAC.

Chief Secretary of Assam Sri Naba Kumar Das, IAS visited NESAC on July 21, 2012. Dr. S Sudhakar, Director, NESAC appraised him about all the activities of NESAC including FLEWS project in particular. He interacted with all the Scientist and employees of NESAC on various subjects.





 

 

Launching of Space Based Information KIOSK (SBIK)for NER
At Ministry of DoNER, New Delhi on 26th June, 2012



The Space Based Information KIOSK on North Eastern Region (NER) (SBIK-NER) is conceptualized by NESAC to showcase the strength of existing geospatial inputs of NER for natural resources management and other various developmental and planning activities in the region was launched by the Hon’ble Union Minister of state for DoNER and President, NESAC Society, Paban Singh Ghatowar on 26th June, in the Vigyan Bhavan, New Delhi. The main objective of SBIK-NER is to provide relevant information on each of the eight states of NER to the Hon’ble Minister for Development of North Eastern Region (DONER), Secretaries and officials as well as the visitors of the region in a touch screen based display panel through user friendly software environment developed by NESAC.



The Phase-I version of SBIK-NER contains state-wise information on land use land cover (LULC), wetlands, wastelands (2003, 2005 and 2008-9), land degradation map (LDM), roads, drainages, and settlements at 1:50,000 scale, soil map at 1:2, 50,000 scale on each of the states, ground water prospect map at 1:50,000 scale of Assam along with state and district wise statistics in the form of pie chart etc. It also contains the state-wise imagery of Advanced Wide Field Sensor (AWiFS) of IRS-P6 satellite. In addition, district level information are integrated into SBIK-NER specific to the Dibrugarh district along with high resolution satellite data as well as statistics.

The SBIK-NER is also linked with NEDRP Geo-portal which aims to provide space technology inputs for preparing Detailed Project Report (DPR) for the benefit of district administrations as well as concerned Line departments.

The final version of SBIK-NER will contain more information at district level for all NER states along with block level details and finer resolution satellite imageries. These inputs are expected to come from a project ‘Space Based Information Support for Decentralized Planning: SIS-DP’ coordinated by NESAC for all NER states.

 

 

National Workshop on
Applications of Remote Sensing and GIS in Sericulture Development
Organized jointly by North Eastern Space Applications Centre
& Central Silk Board
At NESAC Umiam, Shillong (Meghalaya)
May 11-12, 2012


North Eastern Space Applications Centre (NESAC) and Central Silk Board (CBS), Bangalore jointly organized a National workshop at NESAC, Umiam (Meghalaya) during May 11-12, 2012 as a part of the project on Applications of Remote Sensing & GIS in Sericulture Development . This project is an excellent example of applications of geo-spatial technology in identifying suitable areas for expansion of host plants for mulberry, eri, muga & tasar in traditional (5) as well as nontraditional (19) states of India covering 106 districts.

Ms. Ishita Roy, IAS, Member Secretary, CSB & Shri T.V. Prabhakaran, IFS, Commissioner of Sericulture, Tamil Nadu attended the inaugural session from NIC, Chennai. Smt. Ramalakshmi, IFS, Commissioner of Sericulture, Andhra Pradesh attended the inaugural session from NIC, Hyderabad.


The workshop was attended by around 90 delegates including Directors & representative of Directors from state Sericulture Departments, Directors & scientists from state remote sensing application centres, Scientists from ISRO headquarters, NRSC, CSB & NESAC. All the collaborative state remote sensing application centres presented their project outputs and this was critically reviewed by the Chairpersons, Directors/ representative of Directors of state Sericulture department and CSB scientists.


Concluding session was led by Shri P. Bhattacharyya, IAS, Director, Textiles & Sericulture, Govt. of West Bengal, Dr. P.P Nageswara Rao, Programme Director, IGBP, ISRO HQ, Bangalore, Dr. A.T. Jayseelan, Director, Jharkhand Space Applications Centre, Dr. R.K. Rajan, Director, CMERTI, Jorhat, Dr. S. Sudhakar, Director, NESAC , Shri C.J. Prabhakar, Sci. ‘D’, CSB, Bangalore & Shri B. K. Handique, Sci. ‘SD’ NESAC.


A short cultural programme was also organized for the delegates to showcase the rich cultural heritage of indigenous tribes of Meghalaya.



 

Regional Workshop on LULC 50K (Second Cycle) Jointly organized by NESAC & NRSC At NESAC, Umiam during April 10-11, 2012

A two days Regional workshop on LULC 50K (2nd cycle) was organized at NESAC during April 10-11, 2012. This was jointly organized by NESAC & NRSC, Hyderabad. Dr. SV Ngachan, Director of ICAR Research Complex for NEH Region was the Chief guest & Dr. BS Mipun, Prof & Head, Department of Geography, NEHU, Shillong was special invitee for the inaugural programme . The inaugural programme started with welcome address by Dr. S. Sudhakar, Director, NESAC followed by opening remarks from Dr. G. Ravisankar, Head, LU & CMD of NRSC. The programme ended with speech from Chief guest followed by vote of thanks.


The workshop was attended by scientists from all the state remote sensing application centres of NE region except Tripura. The technical session started with presentation by Dr. Manoj Raj Saxena, Scientist ‘SF’, LU & CMD of NRSC on overview of the project- LULC 50K 2nd cycle followed by presentation on methodology by Dr. G. Padma Rani and Mr. B. Shyam Sunder, Scientists of NRSC, Hyderabad.


Representative from all the state centre gave brief presentation sharing their experiences on 1st cycle of LULC 50K project.  Hands-on training was arranged for the participants on second day of the workshop. 


 


Inauguration of Farmer's Innovation and Technology Showcasing programme at ICAR Research Complex for North Eastern Hill Region, Umroi Road, Barapani (Meghalaya)

Director, NESAC was invited as Chief Guest to the inaugural function of “Farmers’ Innovation and Technology Showcasing” organized by ICAR Research Complex for North Eastern Hill Region, Barapani (Meghalaya) on March 05, 2012.Outstanding innovative farmers from across the North Eastern Region were honoured with a memento, certificate and cash prize to encourage them for new venture. Further, progressive farmers were provided high quality seeds of major crops and livestock breeds to improve the productivity. In his address, Director, NESAC emphasized on application of space technology for agricultural development in the North Eastern Region. He ensured sharing of geo-spatial databases available at NESAC with ICAR (RC)-NEH Region for benefit of the farming community of the region.

Free eye screening camp organised by NESAC on 24-01-2012

A free eye screening camp was organized by NESAC on 24th of January, 2012 from 9 AM to 6 PM at NESAC old campus as a Pre Republic day celebration in association with Bansara Eye Care Centre (BECC), Shillong for the benefit of the employee of NESAC and local people of Barapani area. An inauguration cum awareness program was held on the occasions on the day. A free eye screening camp was organized by NESAC on 24th of January, 2012 from 9 AM to 6 PM at NESAC old campus as a Pre Republic day celebration in association with Bansara Eye Care Centre (BECC), Shillong for the benefit of the employee of NESAC and local people of Barapani area. An inauguration cum awareness program was held on the occasions on the day.

The portal contains relevant information related to natural resources management, disaster management support, infrastructure development along with action plan of land and water resources inputs (statistics & maps) for preparation of various Detailed Project Report (DPRs) and master plan document for implementation of developmental project & activities by the concerned line departments.

First Regional Workshop at NESAC under SIS-DP programme

As a part of Space Based Information Support for Decentralized Planning (SIS-DP) programme, North Eastern Space Applications Centre (NESAC) has organized the 1st Regional Workshop on SIS-DP at NESAC during Sept 20-21, 2011 in collaboration with National Remote Sensing Centre (NRSC), Hyderabad. The objective of this workshop was to familiarize the utilization of SIS-DP programme among the collaborative agencies as well as various line departments of this region.

In his welcome speech, Dr S Sudhakar, Director, NESAC has highlighted the utilization of SIS-DP programme in the context of preparation of Detailed Project Report (DPR), master plan document etc. through recently launched North Eastern District Resources Plan (NEDRP portal) programme executed by NESAC. Dr YVN Krishnamurthy, DD, RC & PD, SIS-DP, NRSC, Hyderabad has mentioned in the opening remarks, about the concept, objective & goal of SIS-DP programme.

Regional Workshop under Rajiv Awas Yojana (RAY) programme

Two days Regional Workshop was organized by NESAC on “GIS mapping, total station survey, mis development and integration of GIS with MIS” during September 6-7, 2011 at NESAC in collaboration with NRSC and Ministry of Housing & Urban Poverty Alleviation, New Delhi). The workshop was on a subject that is of great importance as the developmental effort of the Government to uplift the living conditions in slum areas in NER. Hon’ble Minister of Housing, Municipal Administration, S& T and Urban Affairs Govt. Of Meghalaya, Smt. M. Ampareen Lyngdoh was present in the opening ceremony of the workshop as a Chief Guest.

Dr Sudhakar has also highlighted the major achievements of the centre with special emphasis on flood early warning system (FLEWS), North Eastern District Resources Plan (NEDRP), agricultural drought monitoring in NER and setting up of North Eastern Disaster Risk Reduction Node (NER-DRR) at NESAC.

Meeting regarding development of pisciculture in the state of Meghalaya

A meeting was held at NESAC with the Department of Fishery, Government of Meghalaya on 25th Oct, 2011 chaired by Shri KN Kumar, Commissioner & Secy., Community Rural Development and Fishery, Government of Meghalaya. The main objective of the meeting was to take up necessary measures for development of fishery in the state of Meghalaya which has tremendous prospect for pisciculture development. Dr S Sudhakar, Director, NESAC has given a detail presentation on the activities of NESAC in the context of pisciculture development using space technology. Shri Kumar has expressed the need for identification of existing fish ponds as well as potential sites for fish ponds using satellite imageries under aqua-culture mission. Dr Sudhakar has also highlighted that available wetlands database prepared at 1:50,000 scale for the state of Meghalaya under National Wetland Inventory & Assessment project will be made available to Fishery Dept of Meghalaya in the form of Wetland Information System using Open source GIS software for effective planning and management. Around 30 senior officials from Government of Meghalaya have actively participated in the meeting and shared their views and suggestions.







Inauguration of North Eastern District Resources Plan (NEDRP) programme in Meghalaya by the Chief Secretary, Government of Meghalaya on July, 12, 2011

Shri WMS Pariat, Chief Secretary, Government of Meghalaya has inaugurated North Eastern District Resources Plan (NEDRP) portal on 12th July, 2011 in his office chamber in presence of Principal Secretary, Secretary & Commissioner and other senior officials of line departments, Government of Meghalaya.

The inauguration function was started with a brief presentation made by Director, NESAC on the goals, methodology & deliverables of NEDRP programme initiated by North Eastern Space Applications Centre in collaboration with North Eastern Council (NEC). The main objective of NEDRP is to enable a reliable, relevant, up-to-date and affordable repository of natural resources information along with necessary action plans for agriculture, horticulture, aforestation, soil and water conservation, watershed management etc. with proper linkages to other socio-economic data for specific needs of district administration and concerned line departments such as Agriculture & Horticulture, Election, Forest, Industries, Planning, Public Health Engineering, Public Works, Soil conservation, Tourism etc. for preparing their Detailed Project Report (DPR), master plan etc. The NEDRP portal in the districts of West Khasi Hills and Ri Bhoi districts of Meghalaya will be established by September, 2011. A system installed with NEDRP portal along with a printer and dedicated manpower has been deployed by NESAC in the Emergency Control room in the office premises of Deputy Commissioner, Shillong.

The 8th meeting of NESAC Governing Council was held at NESAC, Umiam, Shillong on July 26, 2011. The meeting was chaired by Dr. K. Radhakrishnan, Chairman ISRO/NESAC-GC & Secretary, Department of Space. Dr S Sudhakar, Director, NESAC has made a detail presentation on the activities carried out by NESAC since the 7th meeting of NESAC-GC. Dr. Radhakrishnan has also inaugurated the SATCOM studio for EDUSAT programme and the main auditorium of NESAC on the same day.





 

 

 



Inauguration of initiation of setting up of North Eastern Disaster Risk Reduction Node (NER-DRR) on July, 2011 at NESAC

Dr. K. Radhakrishnan, Chairman ISRO/NESAC-GC & Secretary, Department of Space has inaugurated the initiation of setting up of NER-DRR at NESAC on July, 26, 2011. Shri P P Srivastav, Hon’ble Member, North Eastern Council (NEC), Shillong and other senior officials from ISRO, NDRF, State Disaster Management Authorities (SDMAs), NEIST, GSI, CWC, Brahmaputra Board, Guwahati etc. were attending the function. The programme was started with a welcome address made by Dr S Sudhakar, Director, NESAC. Shri P P Srivastav, Hon’ble Member, North Eastern Council (NEC), Shillong has highlighted the success of Flood Early Warning System (FLEWS) programme initiated by NESAC in his speech and mentioned that success of FLEWS has led to the initiation of setting up of North Eastern Disaster Risk Reduction Node (NER-DRR) at NESAC. Dr. K. Radhakrishnan, Chairman ISRO/NESAC-GC & Secretary, Department of Space has actively participated in the video conferencing with the officials of NRSC and all the State Disaster Management Authorities (SDMAs) of NER in the context of disaster management activities through Virtual Private Network (VPN) of ISRO. • Dr S Sudhakar, Director, NESAC has attended the 1st meeting of Working group on identification of appropriate Schemes/Projects under Science & Technology Sector of NEC for the 12th Five Year Plan on Dec, 22, 2011.

• Meeting with ISRO, Chairman to discuss the initiation of setting up of North Eastern Disaster Risk Reduction Node (NER-DRR) at NESAC on April 20, 2011.

• The strategy for implementation of HRVA was appraised to Shri P P Srivastav, Hon’ble Member NEC in a technical meeting held at NESAC on April 27, 2011.

• Director, NESAC has presented draft project manual of HRVA project to the Principal Secretary, Revenue and Disaster Management System, Government of Assam on May 30, 2011.

• Dr S Sudhakar, Director, NESAC has delivered a lecture on the FLEWS programme initiated by NESAC in a workshop organized by NDMA in Guwahati on May 11, 2011.

• Director, NESAC and Mr. Diganta, scientist were invited for Inaugural function of Certificate Course on GIS organized by Department of Science, Technology & Environment Govt of Tripura as a Guest of Honour held in Agartala on May 16, 2011.

• Prof S Sengupta, Advisor, Dept. of S&T, Govt. of West Bengal has visited NESAC and given a lecture on earth quake micro-zonation mapping in the context of implementation of HRVA project at NESAC on May 19, 2011.

• Dr. P K Guha, Retired Geologist, GSI-Kolkata was invited to NESAC to review the draft manual of HRVA project prepared by NESAC on May 23, 2011.

• Director, NESAC and Mr. Diganta, scientist were invited for Inaugural function for training workshop on process of project appraisal and monitoring organized by Central Water Commission, Shillong on May 25, 2011.

• Director, NESAC and Mr. Bijoy scientist have attended the 8th meeting of NNRMS-Standing Committee on Agriculture and Soils (NNRMS-SCA) organized by Department of Agriculture and Cooperation, Ministry of Agriculture held in New Delhi on May 26, 2011.

• Scietists/Engineers of NESAC has interacted with the officials of Flood Management Improvement Support Centre (FMISC), Patna on the implantation of FLEWS programme. Director, NESAC has made detail presentation on FLEWS in the conference room of NESAC on June 3, 2011.

• Technical discussion was held in the implementation of SIS-DP programme in NER in the conference room of NESAC on June 7, 2011. A team lead by Dr SS Rao, NRSC were participating in the discussion.

• Dr S Sudhakar, Director, NESAC along with FLEWS team of Scientist has made detailed presentation on FLEWS to the Chief Secretary of Assam in the Secretariat of Assam on June 24, 2011. Representatives from all the stack holders such as Water Resources Department, Brahmaputra Board, Central Water Commission etc. were also presented in the meeting.

• Dr S Sudhakar, Director, NESAC has attended the meeting organized by NDMA in New Delhi on Aug 4, 2011 and submitted inputs on requirement of AWS, establishment of gauge station etc. in NER.

• Dr S Sudhakar, Director, NESAC was invited as a Chief Guest to the Fresher’s day celebration of Post Graduate College of Central Agriculture University, Umroi on Aug, 6, 2011. Dr Sudhakar also delivered briefly on ‘Role of Space Technology for mapping of soil and agriculture areas’.

• Dr S Sudhakar, Director, NESAC was invited for a lecture on ‘Space Technology’ for resource map generation and its applicability in District Resources Planning in Sidartha College, Vijayawada on Aug 25, 2011.

• Dr S Sudhakar, Director, NESAC and Mrs.Kasturi Scientist were attended meeting on applications of Space Technology in identifying suitable site for development of pisciculture, construction of check dams etc. in the state of Meghalaya in the conference hall of the Commissioner &Secretary, Fisheries, Government of Meghalaya on Aug, 30, 2011. Director, NESAC and Dr. K K Sarma attended and presented a paper on “Role of RS&GIS inputs for working plan maps in Meghalaya” in the Seminar on definition of Forest and conflict resolution in the context of Meghalaya 1st and 2nd Sept,2011.

• Dr S Sudhakar, Director, NESAC has made a presentation on ‘Basin development strategies in the context of land and water resources development using Space Technology’ to the Commissioner and Secretary, Planning, Govt of Meghalaya on Sept 2, 2011.
